Abstract

Permasalahan ketenagakerjaan khususnya pengangguran merupakan salah satu tantangan besar dalam pembangunan daerah di Kota Malang. Tingginya tingkat pengangguran di Kota Malang, keterbatasan waktu pada pemenuhan lowongan kerja dan terdapat perubahan kondisi lingkungan berupa pandemi Covid-19 sehingga pemerintah tidak dapat melaksanakan job fair secara tatap muka mendorong Pemerintah Kota Malang menciptakan inovasi pelayanan penempatan kerja berupa job fair berbasis online yang memiliki beberapa fitur unggulan yang disebut Job Fair Active. Tujuan dari penelitian ini adalah untuk menggambarkan proses inovasi dalam organisasi sektor publik menggunakan aplikasi Job Fair Active Kota Malang serta menggambarkan faktor pendukung serta penghambatnya. Pada penelitian ini, Peneliti menggunakan metode penelitian dengan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data dalam penelitian ini terdiri dari data primer dan data sekunder. Fokus pada penelitian ini menggunakan teori proses inovasi The Innovation Lifecycle dari OECD (Organization of Economic Co�operation and Development). Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data menggunakan analisis Miles, Huberman dan Saldana. Hasil penelitian menunjukkan bahwa proses inovasi Job Fair Active telah melalui tahapan identifikasi masalah, pengembangan ide, pengembangan proposal, implementasi inovasi, evaluasi, dan penyebaran hasil inovasi. Masih diperlukan peningkatan pada proses implementasi, evaluasi dan penyebaran inovasi. Faktor pendukung inovasi ini yaitu kepemimpinan, kerjasama tim, jaringan dan kemitraan, serta dukungan dari masyarakat dan perusahaan. Sedangkan faktor penghambatnya adalah kurangnya sumber daya manusia, adanya tumpang tindih program, kurangnya sosialisasi kepada masyarakat serta serangan hacker terhadap sistem aplikasi. Saran yang ditemukan yaitu pengembangan sistem aplikasi dan perlunya evaluasi yang sistematis

English Abstract

Employment problems, especially of unemployed people, are one of the urban empowerment major challenges in Malang. The high level of ailing unemployment in Malang City, limited period for fulfillment of job vacancies and the changes in environmental and social conditions as the cause of Covid-19 pandemic so that the government cannot carry out job fairs directly encouraged Malang City Government to create an innovative job placement service in the form of an online�based job fair that has several excellent features called Job Fair Active. The purpose of this research is to describe the innovation process in the public sector organization using the Malang City Job Fair Active application then and describe the contributing and inhibiting factors. This research used a qualitative approach followed by descriptive research type. The data sources in this research consist of primary data and secondary data. The focus of this research uses the theory of The Innovation Lifecycle innovation process from OECD (Organization of Economic Co-operation and Development). The data collection were obtained by conducting interviews, observations, and documentation. These data are proceed by Miles, Huberman and Saldana analysis then showed the extent to which the data were collected. The results of the study show that the Job Fair Active innovation process has gone through the stages of identifying problems, developing ideas as solutions to problems, developing proposals to, implementing innovations, evaluating, and diffusing innovation results. Through the steps the results mention about the demand of improvement in the process of implementation, evaluation and dissemination of innovation. The contributing factors for the innovation are leadership, teamwork, networks and partnerships, and support from the community and companies. While the inhibiting factors are the limited of human resources, overlapping programs, inability to socialize to the community, and hacker attacks on the application system. According to the entire data and analysis the suggestions pronounced the development of application system and systematic evaluation is required.
