Abstract

Permasalahan perekonomian masyarakat yang terjadi pasca pandemi Covid�19 membuat dukungan untuk kembali memulihkan kondisi ekonomi menjadi prioritas pemerintah pusat dan daerah. Ekonomi Indonesia diketahui ditopang lebih dari 98% oleh Usaha Mikro, Kecil dan Menengah (UMKM). Pengadaan barang/jasa pemerintah UMKM melalui penerapan e-order menjadi salah satu cara untuk menstimulus kembali pertumbuhan ekonomi UMKM yang dipilih oleh Pemerintah Provinsi DKI Jakarta. Penelitian ini dilakukan dengan tujuan untuk mengetahui dan menjelaskan variabel yang terlibat dalam implementasi kebijakan pengadaan barang/jasa melalui e-order di Kota Administrasi Jakarta Pusat dan faktor yang menjadi pendukung atau penghambat serta strategi dalam mengatasinya. Jenis penelitian dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Sumber data yaitu data primer dan data sekunder. Lokasi penelitian berada di Kota Administrasi Jakarta Pusat. Situs penelitian berada di Kantor Walikota Kota Administrasi Jakarta Pusat. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan model interaktif oleh Miles dan Huberman. Hasil penelitian menunjukkan implementasi kebijakan e-order tentang pengadaan barang/jasa pemerintah melalui UMKM di wilayah Kota Administrasi Jakarta Pusat berdasarkan indikator model implementasi kebijakan Van Meter dan Van Horn (1975) tujuan untuk memberdayakan dan memperbanyak UMKM terdaftar di e�order di Kota Administrasi Jakarta Pusat tidak tercapai yang ditandai dengan Jumlah UMKM dan total transaksi tidak mencapai tujuan; Tidak maksimalnya serapan anggaran untuk pengadaan; Sikap dukungan pelaksana kebijakan; Komunikasi antar organisasi tidak efektif; lingkungan sosial dan politik mendukung namun keadaan ekonomi UMKM mengalami kekurangan permodalan. Kemudian kebijakan e-order ini terdapat faktor pendukung dan penghambat yang dikaji berdasarkan faktor yang mempengaruhi kebijakan menurut Edward III (dalam Widodo, 2021), faktor pendukung berupa faktor dukungan dari pelaksana kebijakan; sementara faktor penghambat yakni faktor komunikasi tidak efektif; kurangnya dukungan sumber daya permodalan untuk UMKM; dan alur birokrasi pengadaan yang panjang. Maka dari itu perlu adanya perbaikan dari sisi komunikasi, program dukungan permodalan bagi UMKM dan penyederhanaan alur birokrasi pengadaan di e-order.

English Abstract

The community economic problems that occurred after the Covid-19 pandemic have made support for restoring economic conditions a priority for the central and regional governments. It is known that the Indonesian economy is supported by more than 98% of Micro, Small and Medium Enterprises (MSMEs). The government's procurement of goods/services for MSMEs through the implementation of e-orders is one way to stimulate the economic growth of MSMEs again, chosen by the DKI Jakarta Provincial Government. This research was conducted with the aim of knowing and explaining the variables involved in implementing the policy of procuring goods/services via e-order in the Central Jakarta Administrative City and the supporting or inhibiting factors as well as strategies for overcoming them. The type of research in this research is descriptive research with a qualitative approach. Data sources are primary data and secondary data. The research location is in the Central Jakarta Administrative City. The research site is at the Mayor's Office of Central Jakarta City Administration. Data collection techniques were carried out using interviews, observation and documentation. The data analysis technique uses an interactive model by Miles and Huberman. The research results show the implementation of the e-order policy regarding the procurement of government goods/services through MSMEs in the Central Jakarta Administrative City area based on the indicators of the Van Meter and Van Horn (1975) policy implementation model with the aim of empowering and increasing the number of MSMEs registered with e-order in the Jakarta Administrative City The center is not achieved as indicated by the number of MSMEs and total transactions not reaching the goal; Not optimal budget absorption for procurement; Supportive attitude of policy implementers; Communication between organizations is ineffective; The social and political environment is supportive but the economic situation of MSMEs is experiencing a lack of capital. Then, this e-order policy has supporting and inhibiting factors which are studied based on factors that influence the policy according to Edward III (in Widodo, 2021), supporting factors in the form of support factors from policy implementers; while the inhibiting factors are ineffective communication factors; lack of capital resource support for MSMEs; and long procurement bureaucratic flows. Therefore, there needs to be improvements in terms of communication, capital support programs for MSMEs and simplifying the procurement bureaucratic flow in e�orders.
