Abstract

Pelayanan publik adalah tindakan suatu negara untuk memberikan segala sesuatu yang dibutuhkan masyarakat. Pelayanan publik memiliki ruang lingkup kehidupan yang luas, salah satunya pada sektor transportasi. Suroboyo Bus merupakan inovasi transportasi yang digalangkan oleh Kota Surabaya dalam mewujudkan smart mobility dengan sistem pembayaran yang unik, salah satunya menggunakan sampah botol atau gelas plastik. Selain itu, sudah meresmikan penambahan opsi pembayaran baru dengan menggunakan non tunai (QRIS). Awal keberadaan Suroboyo Bus sebagai upaya penguraian kemacetan sekaligus pengurangan sampah plastik. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini memiliki tiga fokus penelitian, yaitu: (1) Strategi pelayanan Suroboyo Bus melalui smart mobility, (2) Tantangan dalam strategi pelayanan Suroboyo Bus melalui smart mobility, (3) Solusi dalam mengatasi hambatan strategi pelayanan Suroboyo Bus melalui smart mobility. Hasil penelitian menunjukkan bahwa pelayanan Suroboyo Bus telah mencakupi aspek dalam mewujudkan smart mobility. Suroboyo Bus dalam mengusung konsep smart mobility didukung dengan armada yang aman dengan jaminan keselamatan, tambahan aplikasi penjemputan (GoBis), penetapan tarif yang murah, proses transaksi yang efisien, dan transportasi yang memperhatikan lingkungan. Di sisi lain Suroboyo Bus belum dapat dikatakan efektif. Hal ini sesuai dengan tantangan yang dihadapi oleh Suroboyo Bus. Dinas Perhubungan Kota Surabaya memberikan solusi dengan cara mengadakan sosialisasi, pemberian edukasi, dan penempelan ulang tanda pemberhentian. Dengan begitu layanan secara keseluruhan dapat berjalan dengan efektif dan efisien.

English Abstract

Public service is the act of a state to given everything that is needed by society. Public services have a broad scope of life, one of which is in the transportation sector. Suroboyo Bus is a transportation innovation promoted by the City of Surabaya in realizing smart mobility with a unique payment system, one of which uses plastic bottles or cups. In addition, it has officially added a new payment option using non-cash (QRIS). The beginning of the existence of Suroboyo Bus was an effort to unravel congestion as well as reduce plastic waste. The type of research used in this research is descriptive research with a qualitative approach. This research has three research focuses, namely: (1) Suroboyo Bus service strategy through smart mobility, (2) Challenges in the Suroboyo Bus service strategy through smart mobility, (3) Solutions in overcoming obstacles to the Suroboyo Bus service strategy through smart mobility. The results of the study show that the Suroboyo Bus service includes aspects of realizing smart mobility. Suroboyo Bus in carrying out the concept of smart mobility is supported by a safe fleet with safety guarantees, additional pick-up applications (GoBis), low-cost tariffs, efficient transaction processes, and transportation that pays attention to the environment. On the other hand, Suroboyo Bus cannot be said to be effective. This is in accordance with the challenges faced by Suroboyo Bus. The Surabaya City Transportation Service provided a solution by holding outreach, providing education, and re-attaching stop signs. That way the overall service can run effectively and efficiently.
