Abstract

Millenial Job Center (MJC) merupakan program pengembangan kompetensi bagi pemuda yang menekankan pada “On The Job Learning” dengan memberikan kesempatan pekerjaan temporer (proyek/tugas) berbayar dari klien dunia usaha atau organisasi. Millenial Job Center (MJC) didirikan oleh Gubernur dan Wakil Gubernur Provinsi Jawa Timur Periode 2019-2024, Khofifah Indar Parawansa dan Emil Dardak. Termasuk dalam sembilan visi bernama Nawa Bhakti Satya, Millenial Job Center (MJC) termasuk ke dalam Bhakti ke-2 yaitu Jatim Kerja. Millenial Job Center (MJC) menjadi program utama untuk mencapai visi tersebut yaitu “memperluas lapangan pekerjaan dan membangun keunggulan ekonomi”. Millenial Job Center (MJC) didirikan sebagai upaya pengembangan ekonomi kreatif di Provinsi Jawa Timur dengan memberikan wadah bagi para pelaku ekonomi kreatif untuk dibina dan dikembangkan usahanya. Dalam penelitian ini, peneliti menggunakan metode penelitian deskriptif dengan pendekatan kuallitatif dengan pembatasan fokus yang diambil dari teori Charles O. Jones. Teknik pengumpulan data dalam penelitian ini menggunakan observasi, wawancara, dan dokumentasi. Batasan masalah dalam penelitian ini adalah (1) Implementasi Program Millenial Job Center (MJC) dalam Pengembangan Ekonomi Kreatif di Kota Malang; dan (2) Faktor-faktor yang mempengaruhi Implementasi Program Millenial Job Center (MJC) dalam Pengembangan Ekonomi Kreatif di Kota Malang. Hasil penelitian Implementasi Program Millenial Job Center (MJC) dalam Pengembangan Ekonomi Kreatif di Kota Malang, dilihat dari implementasi program tersebut telah berjalan dengan baik, namun masih terdapat beberapa hambatan seperti belum adanya program kerja Millenial Job Center (MJC) dan masih bergantung kepada OPD yang bekerjasama, belum ada anggaran yang secara khusus diberikan kepada Millenial Job Center (MJC), belum meratanya penerapan program di seluruh wilayah kerja, dan terbatasnya kemampuan para pelaku UMKM dalam mengimplementasikan program yang telah diselenggarakan.

English Abstract

Millenial Job Center (MJC) is a competency development program for youth that emphasizes "On The Job Learning" by providing paid temporary job opportunities (projects/assignments) from business clients or organizations. The Millennial Job Center (MJC) was founded by the Governor and Deputy Governor of East Java Province for the 2019-2024 period, Khofifah Indar Parawansa and Emil Dardak. Included in the nine visions named Nawa Bhakti Satya, the Millennial Job Center (MJC) is included in the 2nd Bhakti, namely East Java Work. Millennial Job Center (MJC) is the main program to achieve this vision, namely "expanding jobs and building economic excellence". The Millennial Job Center (MJC) was established as an effort to develop the creative economy in East Java Province by providing a platform for creative economy actors to foster and develop their businesses. This research is a qualitative descriptive study. The technique of collecting data in this research is by observation, interview, and documentation. The focus in this research is limited by the theory of Charles O. Jones. The limitations of the problem in this study are (1) Implementation of the Millennial Job Center (MJC) Program in Creative Economy Development in Malang City; and (2) Factors that influencing the Implementation of the Millennial Job Center (MJC) Program in Creative Economy Development in Malang City. The results of the research on the Implementation of the Millennial Job Center (MJC) Program in Creative Economy Development in Malang City, seen from the implementation of the program that has been going well, but there are still some obstacles such as the absence of a Millennial Job Center (MJC) work program which still depends on OPD which collaborating, there has not been a budget specifically given to the Millennial Job Center (MJC), the program implementation has not been evenly distributed in all work areas, and the limited ability of MSME actors to implement the programs that have been held.
