Abstract

Penelitian ini dilakukan untuk mengetahui Pelaksanaan Prinsip-prinsip Good Governance yang dilatarbelakangi oleh Temuan Ombudsman Jawa Timur, yaitu Kongkalikong antara Petugas ASN dan Calo, yang terjadi selama 2022 di mana dugaan pungli tersebut terjadi pada permohonan administrasi kependudukan. Akan tetapi, Dinas Kependudukan dan Pencatatan Sipil (Dispendukcapil) Kabupaten Malang malah memperoleh Indeks Kepuasan dari Masyarakat dengan tren yang terus meningkat dari tahun 2018 sampai dengan 2022. Guna memperoleh informasi lebih lanjut tentang peningkatan indeks Kepuasan Masyarakat terhadap Dispendukcapil Kabupaten Malang, kemudian Peneliti menyelidiki berbagai faktor yang menjadi sebab meningkatnya Indeks Kepuasan Masyarakat. Dalam banyak Penelitian Kuantitatif, Tingkat Kepuasan Masyarakat dipengaruhi secara positif dan secara signifikan oleh Good Governance. Berdasarkan uraian latar belakang tersebut, maka penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana Good Governance pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Malang. Penelitian ini menggunakan metode Kualitatif dengan jenis penelitian Deskriptif. Peneliti memfokuskan penelitian pada analisis pelaksanaan prinsip-prinsip Good Governance pada organisasi publik Dinas Kependudukan dan Pencatatan Sipil di Kabupaten Malang yang meliputi prinsip Partisipasi, prinsip Aturan Hukum, prinsip Transparansi, prinsip Daya Tanggap, prinsip Berorientasi pada Kepentingan Publik, prinsip Keadilan, prinsip Efektivitas dan Efisiensi, prinsip Akuntabilitas serta prinsip Visi Strategis. Hasil yang diperoleh penelitian ini adalah Dinas Kependudukan dan Pencatatan Sipil Kabupaten Malang telah melaksanakan kesembilan prinsip Good Governance tersebut.

English Abstract

This research was conducted to find out the Implementation of the Principles of Good Governance which was motivated by the findings of the East Java Ombudsman Agency, namely the Collusion between ASN Officers and Middlemen, during 2022 where the alleged extortion occurred on the application for population administration services. However, the Regional Population and Civil Registry Office of Malang Regency (Dispendukcapil) obtained a Satisfaction Index from the Community with an increasing trend from 2018 to 2022. To obtain further information about increasing the Community Satisfaction Index for the Malang Regency Dispendukcapil, researchers then investigated various factors which is the reason for the increase in the Community Satisfaction Index. In much Quantitative Research, Community Satisfaction Level is positively and significantly influenced by Good Governance. Based on the background description, this study aims to find out and analyze how Good Governance is at the Regional Population and Civil Registry Office of Malang Regency. This research uses a qualitative method with a descriptive research type. The researcher focuses on the analysis of the implementation of the principles of Good Governance in public organizations of the Regional Population and Civil Registry Office of Malang Regency which includes the principles of Participation, the principles of the Rule of Law, the principles of Transparency, the principles of Responsiveness, the principles of Public Interest Orientation, the principles of Justice, the principles of Effectiveness and Efficiency, Accountability principles and Strategic Vision principles. The results obtained by this study are that the Regional Population and Civil Registry Office of Malang Regency has implemented all the nine principles of good governance.
