Abstract

In this study, MBKM (Merdeka Belajar Kampus Merdeka) policy is based on the high need for improving the quality of student skills. For this reason, one of the skills improvement program is the MSIB (Magang dan Studi Independen Bersertifikat) program, is a national scale program that is a project-based activity. This program was adapted on a micro scale, for example, in this case, on a local regional scale that is focused in Kediri City Government. This study uses qualitative research method. The type of qualitative research in this study is a case study. In order to be able to review the implementation of the MBKM policy in the MSIB program, especially in this case in the Kediri City, the model from George Edward III is used as a standard observation. The model from George Edward III sees that there are four variable factors which can influence program implementation: communication, disposition, resources, and bureaucratic structure. The result of this research is each aspect has a positive and negative influence in the success of the implementation. The main goal of this program is achieved, which to improve the skills of the students. By the project-based activity, the students are encouraged to learn how to solve a real problem in the society.
