Abstract

Kondisi sumber daya manusia sector publik saat ini masih jauh dari harapan. Pada 2019 sebanyak 34,57 % ASN mempunyai kompetensi dan potensi rendah, kualitas kinerja dan integritas masih rendah, serta program pengembangan kompetensi masih tidak sesuai dengan kebutuhan organisasi. Kondisi demikian mendorong perlunya pengembangan sumber daya manusia mengunakan pendekatan Competency Based Human Resource Management (CBHRM) dalam setiap organisasi publik. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian ini difokuskan pada (1) Bentuk-bentuk Pengembangan sumber daya manusia berbasis CBHRM pada BKPSDM Kota Malang. (2) Pengembangan sumber daya manusia berdasarkan indikator pendekatan CBHRM dalam rangka meningkatkan kompetensi ASN pada pada BKPSDM Kota Malang. Teknik pengumpulan data pada penelitian ini menggunakan observasi, wawancara dan dokumentasi. Adapun tehnik analisis data pada penelitian ini yakni model interaktif Miles, Huberman dan Saldana (2014). Hasil penelitian ini menunjukan bahwa BKPSDM Kota Malang telah melakukan upaya untuk memastikan terlaksananya konsep CBHRM melalui bentuk-bentuk program pengembangan SDM yakni yang terintegrasi dengan aspek kompetensi. Selain itu, upaya untuk memastikan terlaksananya CBHRM di BKPSDM Kota Malang yakni melalui pemenuhan indikator Alignment, Integration distribution dan acculturation namun belum memenuhi indikator Self Directed Application. Pengembangan sumber daya manusia berbasis kompetensi ini didukung dengan adanya sinergitas, regulasi dan instruktur/pelatih. Namun hal tersebut belum maksimal dengan adanya faktor penghambat yaitu kurangnya komitmen peserta dan kurangnya pelaporan keikutsertaan ASN di Kota Malang dalam program pengembangan sumber daya manusia. Rekomendasi untuk mengatasi permasalahan tersebut yakni perlu dilakukannya penyusunan kurikulum, standar opersional kegiatan atau materi ajar berbasis kompetensi, penggunaan platform digital sebagai media sosialiasi pelaksanaan proses integrasi CBHRM dalam manajemen ASN, peningkatan diklat gratis serta kebijakan tegas pelaporan keikutsertaan ASN dalam program pengembangan SDM.

English Abstract

The current condition of public sector human resources is still far from expectations. In 2019, 34.57% of ASN had low competency and potential, performance quality and integrity were still low, and competency development programs were still not in line with organizational needs. These conditions encourage the need to develop human resources using a Competency Based Human Resource Management (CBHRM) approach in every public organization. This research uses a qualitative approach with descriptive methods. This research focuses on (1) CBHRM-based forms of human resource development at BKPSDM Malang City. (2) Development of human resources based on CBHRM approach indicators in order to increase ASN competency in BKPSDM Malang City. Data collection techniques in this research used observation, interviews and documentation. The data analysis technique in this research is the interactive model of Miles, Huberman and Saldana (2014). The results of this research show that BKPSDM Malang City has made efforts to ensure the implementation of the CBHRM concept through various forms of HR development programs, namely those that are integrated with competency aspects.Apart from that, efforts to ensure the implementation of CBHRM in BKPSDM Malang City include fulfilling the Alignment, Integration distribution and acculturation indicators but have not yet fulfilled the Self Directed Application indicators. This competency´┐Żbased human resource development is supported by synergy, regulations andinstructors/trainers. However, this has not been maximized due to the inhibiting factors, namely the lack of participant commitment and the lack of reporting of ASN participation in Malang City in human resource development programs. Recommendations to overcome these problems include the need to prepare a curriculum, operational standards for competency-based activities or teaching materials, use digital platforms as a medium for socializing the implementation of the CBHRM integration process in ASN management, increase free training and a firm policy on reporting ASN participation in human resource development programs
