Abstract

Salah satu upaya Kepolisian Republik Indonesia khususnya di wilayah Polda Lampung dalam memberikan pelayanan kepada masyarakat ialah dengan menyediakan Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat di bawah Direktorat Pembinaan Masyarakat. Bhabinkamtibmas merupakan jembatan antara masyarakat dengan pihak kepolisian dengan tujuan keamanan dan ketertiban masyarakat sekitar. Tujuan penelitian ini ialah untuk mengetahui, mendeskripsikan, dan menganalisis kinerja, faktor penghambat, dan faktor pendukung Bhabinkamtibmas dalam memberikan pelayanan kepada masyarakat di Direktorat Pembinaan Masyarakat Polda Lampung. Jenis penelitian ini kualitatif dengan pendekatan deskriptif. Fokus penelitian ialah pengukuran kinerja Direktorat Pembinaan Masyarakat Polda Lampung khususnya Bhabinkamtibmas dalam memberikan pelayanan kepada masyarakat menggunakan gabungan pengukuran kinerja Pidd (2012) dan Dwiyanto (2017), yaitu input (sumber daya manusia dan fasilitas), process (kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas), dan output (produktivitas), serta faktor penghambat dan faktor pendukung pelaksanaan pelayanan Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat. Metode analisis terdiri atas data reduction, data display, dan conclusion drawing/verification (Miles & Huberman, 1994:11). Hasil penelitian ialah pelayanan konsultasi Direktorat Pembinaan Masyarakat Polda Lampung belum sepenuhnya baik yang dilihat dari; (1) Input dari sumber daya manusia dan fasilitas penunjang; (2) Proses dari kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas; dan (3) Output dari produktivitas berupa rasio antara input dan output. Adapun yang menjadi faktor penghambat kurangnya personil di Direktorat Pembinaan Masyarakat Polda Lampung dan kurangnya fasilitas pendukung kegiatan operasional, sedangkan faktor pendukung berupa pendidikan dan pelatihan (Diklat), dan penggunaan teknologi.

English Abstract

One of the efforts to provide services to the community is for the Republic of Indonesia Police, especially in the Lampung Regional Police, to provide Bhayangkara as a Community Security and Order Advisor under the Directorate of Community Development. Bhabinkamtibmas is a bridge between the community and the police with the aim of security and order in the surrounding community. The aim of this research is to determine, describe and analyze the performance, inhibiting factors and supporting factors of Bhabinkamtibmas in providing services to the community at the Lampung Police Community Development Directorate. This type of research is qualitative with a descriptive approach. The focus of the research is measuring the performance of the Lampung Police Community Development Directorate, especially Bhabinkamtibmas, in providing services to the community using a combination of Pidd (2012) and Dwiyanto (2017) performance measurements, namely input (human resources and facilities), process (service quality, responsiveness, accountability, and accountability), and output (productivity), as well as inhibiting and supporting factors in the implementation of the Bhayangkara Security and Public Order Development services. The analysis method consists of data reduction, data display, and conclusion drawing/verification (Miles & Huberman, 1994:11). The results of the research are that the consultation services of the Lampung Police Community Development Directorate are not yet completely good as seen from; (1) Input from human resources and supporting facilities; (2) Process of service quality, responsiveness, responsibility and accountability; and (3) Output from productivity in the form of a ratio between input and output. The inhibiting factors are the lack of personnel in the Lampung Police Community Development Directorate and the lack of facilities to support operational activities, while the supporting factors are education and training (Training), and the use of technology.
