Abstract

Manajemen perpustakaan sekolah pada dasarnya merupakan sebuah proses untuk mengoptimalkan kontribusi manusia, material, dan anggaran guna mencapai tujuan perpustakaan. Peraturan Kepala Perpustakaan Republik Indonesia Nomor 11 Tahun 2017 Tentang Standar Perpustakaan Sekolah Menengah Pertama/Madrasah Tsanawiyah menjelaskan implementasi teknis perpustakaan sekolah menengah pertama/madrasah tsanawiyah dapat dilakukan dengan memiliki 6 (enam) standar diantaranya standar koleksi, sarana dan prasarana, pelayanan, tenaga perpustakaan, penyelenggaraan perpustakaan, dan pengelolaan perpustakaan. Tujuan dari penelitian ini adalah: 1) Mendeskripsikan dan menganalisis implementasi manajemen mutu perpustakaan sekolah 2) Mendeskripsikan dan menganalisis faktor yang menjadi penghambat dan pendukung dalam implementasi manajemen mutu perpustakaan sekolah menggunakan standar Peraturan Kepala Perpustakaan Republik Indonesia Nomor 11 Tahun 2017. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Analisis data yang digunakan dalam penelitian terdiri dari pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini adalah pada standar koleksi perpustakaan belum sepenuhnya diimplementasikan oleh Perpustakaan sekolah MTsN 2 Kabupaten Malang. Pada standar sarana dan prasarana terpenuhi kecuali prasarana area yakni area multimedia yang masih belum tersedia. Pelayanan perpustakaan belum sepenuhnya diimplementasikan dengan baik. Standar tenaga perpustakaan sudah diimplementasikan dengan baik terkait jumlah tenaga perpustakaan dan kualifikasi kepala perpustakaan sekolah. Standar penyelenggaraan masih belum diimplementasikan sepenuhnya dan standar pengelolaan juga masih dalam pengembangan. Kesimpulan yang diperoleh dalam penelitian ini adalah penerapan manajemen perpustakaan yang berstandar pada Peraturan Kepala Perpustakaan Republik Indonesia Nomor 11 Tahun 2017 Tentang Standar Perpustakaan Sekolah Menengah Pertama/Madrasah Tsanawiyah belum sepenuhnya diterapkan secara keseluruhan dan maksimal. Padahal mengingat pentingnya peran perpustakaan sekolah dibutuhkan.

English Abstract

School library management is basically a process to optimize human, material, and budgetary contributions to achieve library goals. Regulation of the Head of Library of the Republic of Indonesia Number 11 of 2017 Concerning Junior High School/Madrasah Tsanawiyah Library Standards explains that technical implementation of junior high school/madrasah tsanawiyah libraries can be carried out by having 6 (six) standards including collection standards, facilities and infrastructure, services, library staff, library administration, and library management. The purposes of this research are: 1) To describe and analyze the implementation of school library quality management 2) To describe and analyze the factors that become obstacles and supports in the implementation of school library quality management using the standard Regulation of the Head of the Library of the Republic of Indonesia Number 11 of 2017. The type of research used is descriptive with a qualitative approach. Data collection is done through observation, interviews and documentation. Data analysis used in the study consisted of data collection, data condensation, data presentation and drawing conclusions. The results of this study are that library collection standards have not been fully implemented by the MTsN 2 school library in Malang Regency. The standards for facilities and infrastructure are met except for area infrastructure, namely the multimedia area which is still not available. Library services have not been fully implemented properly. Librarian staff standards have been well implemented in terms of the number of librarians and the qualifications of the school librarian. Implementation standards are still not fully implemented and management standards are still under development. The conclusion obtained in this study is that the application of standardized library management to the Regulation of the Head of the Library of the Republic of Indonesia Number 11 of 2017 concerning Library Standards for Junior High Schools/Madrasah Tsanawiyah has not been fully implemented as a whole and maximally. Even though considering the importance of the role of the school library is needed.
