Abstract

Dalam melaksanakan kewenangan guna tertib kehidupan berbangsa dan bernegara, peran Dewan Perwakilan Rakyat Daerah sangatlah penting. Berdasarkan hal tersebut, penetapan untuk membuat peraturan daerah selalu mengikutsertakan peran DPRD bersama Walikota untuk mempercepat pembangunan melalui berlakunya Peraturan Daerah Kota Kediri Nomor 6 Tahun 2016 tentang Penyelenggaraan Kota Layak Anak. Bahwa intikator pelaksanaan peraturan daerah harus dilihat dari segi pelaksanaan di lapangan melalui sinergitas antar lembaga dalam hal ini penulis mengkaji mengenai optimalisasi dari Satuan Kerja Perangkat Daerah dan Gugus Tugas Kota Layak Anak. Dalam penyelenggaraan untuk melaksanakan Perda tersebut, SKPD beserta Gugus Tugas mengacu pada ketentun Pasal 33 ayat (1) Perda Penyelenggaraan Kota Layak Anak. Hasil penelitian ini adalah penyelenggaraan Kota Layak Anak di Kediri berdasarkan ketentuan Pasal 33 ayat (1) belum berjalan dengan optimal dikarenakan terdapat salah satu dari program tersebut kurang mendapatkan perhatian yakni program khusus yang berkaitan dengan pemberian pendampingan baik preventif maupun represif terhadap anak yang berhadapan dengan hukum. Kemudian hambatan dan solusi mengapa penyelenggaraan Kota Layak Anak tersebut tidak optimal yakni terdapat kekosongan hukum dalam pengaturan gugus tugas, kurangnya koordinasi antar lembaga dan belum ditetapkannya program preventif untuk memberikan perlindungan dan pemenuhan hak bagi anak di Kota Kediri.

English Abstract

n carrying out the authority for the orderly life of the nation and state, the role of the Regional People's Representative Council is very important. Based on this, the determination to make regional regulations always includes the role of the DPRD and the Mayor to accelerate development through the enactment of the Kediri City Regulation Number 6 of 2016 concerning the Implementation of a Child Friendly City. That the indicators for implementing regional regulations must be seen in terms of implementation in the field through synergy between institutions, in this case the author examines the optimization of the Regional Apparatus Work Unit and the Child Friendly City Task Force. In the implementation of the regulation, the SKPD and the Task Force refer to the provisions of Article 33 paragraph (1) of the Regional Regulation on the Implementation of Child Friendly Cities. The results of this study are that the implementation of a Child Friendly City in Kediri based on the provisions of Article 33 paragraph (1) has not run optimally because there is one of the programs that has received less attention, namely a special program related to providing assistance both preventive and repressive to children in conflict with the law. . Then the obstacles and solutions to why the implementation of the Child Friendly City is not optimal, namely there is a legal vacuum in setting the task force, lack of coordination between institutions and the absence of preventive programs to provide protection and fulfillment of rights for children in Kediri City.
