Abstract

Tuntutan masyarakat terhadap peningkatan pelayanan publik merupakan dasar masyarakat ingin mendapatkan pelayanan publik yang berkualitas. Hal tersebut dikarenakan masyarakat masih menilai bahwa kualitas pelayanan publik masih rendah. Dalam upaya memberikan pelayanan yang berkualitas, pemerintah ditutuntut untuk melakukan penemuan ide-ide baru atau pembaharuan di berbagai sektor sebagai bentuk solusi atas tuntutan masyarakat yang semakin kompleks disesuaikan dengan perkembangan dan fenomena yang ada. Upaya penemuan ide- ide baru disebut sebagai inovasi. Dengan demikian, Pemerintah Daerah Kota Kediri memberikan arahan kepada setiap satuan kerja perangkat daerah (SKPD) untuk mengajukan berbagai macam ide dan kreativitasnya melalui inovasi. Salah satu instansi yang mengajukan beberapa inovasi adalah Dinas Kependudukan dan Pencatatan Sipil Kota Kediri berupa website kependudukan dengan tujuan mempermudah masyarakat Kota Kediri dalam mengakses data data kependudukan yang diberi nama SAKTI (Sistem Administrasi Kependudukan Berbasisi Teknologi Informasi). Jenis Penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Adapun tujuan dari penelitian ini adalah untuk (1) mendeskripsikan dan menganalisis Peranan Kepala Dinas sebagai Kepala Manajerial dalam Proses Pengembangan Inovasi SAKTI, (2) mendeskripsikan dan menganalisis Peranan Kepala Dinas sebagai Pemimpin dalam Proses Pengembangan Inovasi SAKTI. Hasil Penelitian ini menunjukkan bahwa Peranan Kepala Dinas dalam proses pengembangan inovasi SAKTI menurut Teori Peran oleh H.Mintzberg adalah bahwa Kepala Dinas telah menjalankan peran interpersonal dengan mewakili organisasinya di setiap pertemuan yang ada serta menjaga hubungan baik dengan anggota organisasinya, peran informasional dilakukan dengan melakukan monitor hingga diseminator dalam organisasinya serta peran pengambilan keputusan dilakukan disetiap proses pengembangan inovasi SAKTI.

English Abstract

Community demands for improved public services are the basis for people wanting to get quality public services. This is because the public still believes that the quality of public services is still low. In an effort to provide quality services, the government is required to discover new ideas or reforms in various sectors as a form of solution to society's increasingly complex demands adapted to existing developments and phenomena. Efforts to discover new ideas are referred to as innovation. In this way, the Regional Government of Kediri City provides direction to each regional work unit (SKPD) to submit various kinds of ideas and creativity through innovation. One of the agencies that has proposed several innovations is the Kediri City Population and Civil Registration Service in the form of a population website with the aim of making it easier for the people of Kediri City to access population data called SAKTI (Information Technology Based Population Administration System). The type of research used is descriptive research with a qualitative approach. The aims of this research are to (1) describe and analyze the role of the Head of Service as Managerial Head in the SAKTI Innovation Development Process, (2) describe and analyze the Role of the Head of Service as a Leader in the SAKTI Innovation Development Process. The results of this research show that the role of the Head of Service in the SAKTI innovation development process according to Role Theory by H. Mintzberg is that the Head of Service has carried out an interpersonal role by representing his organization at every meeting and maintaining good relations with members of his organization. The informational role is carried out by monitoring to dissemination within the organization as well as decision-making roles carried out in every SAKTI innovation development process.
