Abstract

Maraknya kasus korupsi di Indonesia melatarbelakangi terbitnya Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi Nasional Tahun 2010-2025. Tersirat di dalam aturan tersebut memerintahkan tiap instansi pemerintah untuk membentuk zona integritas menuju Wilayah Bebas dari Korupsi dan Wilayah Birokrasi Bersih dan Melayani. Penelitian yang dijalankan oleh OECD tentang penerapan good governance dan pemberantasan korupsi menghasilkan pernyataan bahwa salah satu cara paling efektif dalam pencegahan dan penanggulangan korupsi yakni melalui whistleblowing system. Oleh karena itu, setiap K/L diupayakan untuk memperkuat sistem pengendalian dan pengawasan internal dengan mengoptimalkan whistleblowing system. Pemerintah Kota Malang turut merespon himbauan tersebut dengan menerbitkan Perwali Malang No. 76 Tahun 2015 sebagai dasar telah diberlakukannya whistleblowing system. Akan tetapi, sejumlah kasus korupsi tetap terjadi di tahun-tahun setelah sistem ini diberlakukan. Penelitian ini bertujuan untuk mengevaluasi whistleblowing system pada Inspektorat Kota Malang menggunakan model evaluasi Countenance Stake yang dikenalkan oleh Robert E. Stake yang meliputi indikator antecedents, transaction, dan outcomes. Jenis penelitian ini yaitu deskriptif dengan pendekatan kualitatif. Metode pengumpulan data dilakukan melalui wawancara semi terstruktur, observasi non-partisipan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa whistleblowing system di Inspektorat Kota Malang, pada indikator antecedents, sebagian besar telah sesuai dengan pedoman perwali kecuali aspek sarana prasarana; pada indikator transaction, sebagian besar telah sesuai pedoman perwali namun perlu adanya pemisah antara penanganan WBS dengan DuMas; pada indikator outcomes, pelaksanaan whistleblowing system berpengaruh signifikan positif terhadap penilaian Reformasi Birokrasi Zona Integritas pada beberapa SKPD di Kota Malang.

English Abstract

The prevalence of corruption cases in Indonesia prompted the issuance of Presidential Regulation Number 81 of 2010 regarding the Grand Design of National Bureaucratic Reform 2010-2025. Implied in the regulation is an instruction for every government institution to establish an integrity zone towards a Corruption-Free Zone and a Clean and Service-Oriented Bureaucratic Area. Research conducted by the OECD on the implementation of good governance and anti-corruption efforts resulted in the statement that one of the most effective ways to prevent and combat corruption is through a whistleblowing system. Therefore, every government institution is encouraged to strengthen their internal control and supervision systems by optimizing the whistleblowing system. The Malang City Government also responded to this call by issuing Mayor Regulation No. 76 of 2015 as the basis for the implementation of a whistleblowing system. However, several corruption cases still occurred in the years after the system was put in place. This research aims to evaluate the whistleblowing system at the Malang City Inspectorate using the Countenance Stake evaluation model introduced by Robert E. Stake, which includes antecedent, transaction, and outcome indicators. This type of research is descriptive with a qualitative approach. Data collection methods were conducted through semi-structured interviews, non-participant observation, and documentation studies. The results show that the whistleblowing system at the Malang City Inspectorate, in terms of antecedent indicators, largely complies with the mayor's guidelines except for infrastructure aspects; in terms of transaction indicators, it largely complies with the mayor's guidelines but there needs to be a separation between handling whistleblowing reports and DuMas (online complaint system); in terms of outcome indicators, the implementation of the whistleblowing system has a significant positive impact on the assessment of the Integrity Zone Bureaucratic Reform in several SKPDs in Malang City.
