Abstract

Di era digitalisasi saat ini dokumen kependudukan sangat penting dan wajib dimiliki oleh setiap Warga Negara Indonesia, khususnya dokumen kependudukan berupa KTP Elektronik. Akan tetapi masih terdapat masyarakat yang kesulitan untuk mendapatkan KTP Elektronik terutama masyarakat lansia dan disabilitas jika diharuskan datang ke kantor pelayanan. Untuk mengatasi hal tersebut Dinas Kependudukan dan Pencatatan Sipil Kota Batu menciptakan suatu kebijakan berupa program “MOSGUN PELANTAS”. Program ini datang langsung menyapa masyarakat sehingga masyarakat tidak perlu datang ke kantor Dinas Kependudukan dan Pencatatan Sipil Kota Batu. Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis implementasi Program Mosgunpelantas serta mengetahui, mendeskripsikan dan menganalisis faktor pendukung dan penghambat implementasi Program Mosgun Pelantas. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif dengan dua fokus penelitian yaitu: (1) Implementasi Program Mosgun Pelantas pada Dinas Kependudukan dan Pencatatan Sipil Kota Batu berdasarkan Teori Implementasi Kebijakan George C. Edward George Edward III yang dikutip oleh Nugroho (2009); (2) Mengidentifikasi faktor pendukung dan faktor penghambat dalam implementasi Program Mosgun Pelantas. Penelitian ini menggunakan metode analisis data Miles, Huberman dan Saldana. Hasil penelitian menunjukkan bahwa Implementasi Program Mosgun Pelantas berdasarkan fokus yang disampaikan George Edward III adalah sebagai berikut : (1) Komunikasi, secara keseluruhan baik, (2) Sumber daya, secara keseluruhan baik, hanya saja terdapat indikator yang perlu diperhatikan terkait standar pelaksanaan dan regulasi, (3) Disposisi, secara keseluruhan baik, hanya saja indikator instensif perlu dikaji kembali terkait pengadaannya oleh dinas terkait, (4) Struktur Birokrasi, dalam program ini tidak ada dan indikator lain terkait SOP perlu diperhatikan kembali oleh dinas terkait. Dalam pelaksanaan Program Mosgun Pelantas masih terdapat hambatan yaitu mengenai keterbatasan sarana dalam program ini serta lokasi perekaman yang sulit.

English Abstract

In the current era of digitalization, population documents are very important and must be owned by every Indonesian citizen, especially population documents in the form of an Electronic KTP. However, there are still people who have difficulty getting an electronic KTP, especially the elderly and disabled, if they are required to come to a service office. To overcome this problem, the Department of Population and Civil Registration of Batu City created a policy in the form of the "MOSGUN PELANTAS" program. This program comes directly to greet the community so that people do not need to come to the Department of Population and Civil Registration of Batu City Office. This research aims to find out, describe and analyze the implementation of the Mosgun Pelantas Program as well as find out, describe and analyze the supporting and inhibiting factors for the implementation of the Mosgun Pelantas Program. This research uses a descriptive type of research with a qualitative approach with two research focuses, namely: (1) Implementation of the Traffic Police Mosgun policy at the Batu City Population and Civil Registration Service based on George C. Edward George Edward III's Policy Implementation Theory as quoted by Nugroho (2009); (2) Identify supporting and inhibiting factors in the implementation of the Mosgun Pelantas Program. This research uses the Miles, Huberman and Saldana data analysis method. The results of the research show that the implementation of the Mosgun Pelantas Program is based on the focus presented by George Edward III as follows: (1) Communication, overall good, (2) Resources, overall good, it's just that there are indicators that need to be considered regarding implementation standards and regulations, (3) Disposition, overall is good, it's just that intensive indicators need to be reviewed regarding procurement by the relevant agencies, (4) Bureaucratic structure, in this program there is none and other indicators related to SOPs need to be reviewed again by the relevant agencies. In the implementation of the Mosgun Pelantas Program there are still obstacles, namely the limited facilities in this program and difficult recording locations.
