Abstract

Adanya permasalahan yang menyangkut pada ketidakseimbangan antara kawasan permukiman dengan jumlah penduduk, akan berdampak pada tidak tertatanya bangunan hingga menimbulkan kawasan permukiman kumuh di Kabupaten Kediri. Permasalahan ini menjadi urgency tersendiri oleh pemerintah Kabupaten Kediri, sebagaimana Pemerintah Kabupaten Kediri telah menerbitkan Surat Keputusan(SK)Bupati Kabupaten Kediri Nomor 188.45/146/418.08/2020 mengenai lokasi lingkungan perumahan permukiman kumuh di Kabupaten Kediri dan lokasi tersebut adalah Desa Tulungrejo Kecamatan Pare Kabupaten Kediri. Metode penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Adapun fokus penelitian yang Pertama, Collaborative Governance dalam Pelaksanaan Program Kota Tanpa Kumuh (KOTAKU) di Desa Tulungrejo Kecamatan Pare Kabupaten Kediri, dilihat dari Indikator Proses Kolaborasi Governance menurut Ansell dan Gash dan Peran Pelaku Collaborative Governance dalam Pelaksanaan Program Kota Tanpa Kumuh (KOTAKU) di Desa Tulungrejo Kecamatan Pare Kabupaten Kediri. Hasil penelitian ini memberikan fakta bahwa kolaborasi governance dalam pelaksanaan Program Kota Tanpa Kumuh (KOTAKU) di Desa Tulungrejo Kecamatan Pare Kabupaten Kediri sudah baik.Namun, terdapat hal-hal yang perlu diperbaiki seperti Dialog tatap muka harus lebih intens. Serta, pemerintah harus lebih memperhatikan lagi kebutuhan masyarakat agar dalam pelaksanaana Program Kota Tanpa Kumuh (KOTAKU) di Desa Tulungrejo Kecamatan Pare Kabupaten Kediri bisa berjalan dengan baik dan sesuai dengan peraturan yang sudah ditetapkan.

English Abstract

The existence of problems related to the imbalance between residential areas and the number of residents, will have an impact on the disorganization of buildings to create slum areas in Kediri Regency. This problem has become a separate urgency by the Kediri Regency government, as the Kediri Regency Government has issued a Decree (SK) of the Regent of Kediri Regency Number 188.45/146/418.08/2020 regarding the location of the slum housing environment in Kediri Regency and the location is Tulungrejo Village, Pare District, Regency Kediri. The research method used in this research is descriptive qualitative. The focus of the first research, Collaborative Governance in the Implementation of the City Without Slums (KOTAKU) Program in Tulungrejo Village, Pare District, Kediri Regency, seen from the Indicators of the Governance Collaborative Process according to Ansell and Gash and the Role of Collaborative Governance Actors in the Implementation of the City Without Slums Program (KOTAKU) in Tulungrejo Village, Pare District, Kediri Regency. The results of this study provide the fact that governance collaboration in the implementation of the City Without Slums Program (KOTAKU) in Tulungrejo Village, Pare District, Kediri Regency is good. However, there are things that need to be improved, such as face-to-face dialogue that must be more intense. Also, the government must pay more attention to the needs of the community so that the implementation of the City Without Slums Program (KOTAKU) in Tulungrejo Village, Pare District, Kediri Regency can run well and in accordance with established regulations.
