Abstract

Kementerian Sosial menciptakan terobosan baru untuk optimalisasi penanganan perlindungan dan kesejahteraan sosial yaitu dengan Sistem Layanan Rujukan Terpadu (SLRT). Inovasi Sistem Layanan Rujukan Terpadu (SLRT) merupakan terobosan sistem baru yang dapat membantu mengidentifikasi kebutuhan masyarakat rentan dan miskin serta menghubungkannya dengan melakukan rujukan kepada pengelola program perlindungan sosial dan penanggulangan kemiskinan di pusat maupun daerah. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis peran pemerintah daerah dan tantangan beserta upaya yang dilakukan pemerintah daerah dari Sistem Layanan Rujukan Terpadu (SLRT). Fokus penelitian pada skripsi ini adalah peran pemerintah sebagai stabilisator, inovator, modernisator, pelopor, dan pelaksana sendiri serta melihat tantangan dan upaya pemerintah daerah dalam optimalisasi penanganan kesejahteraan sosial di Kabupaten Bogor. Metode penelitian pada penelitian ini menggunakan penelitian deksriptif dengan pendekatan kualitatif. Dengan menggunakan tiga teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Metode analisis yang digunakan yaitu dengan model interaktif menurut Miles, Huberman dan Saldana dengan empat tahapan yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Dari hasil penelitian diuji keabsahan datanya dengan teknik triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan bahwa peran pemerintah daerah dalam optimalisasi penanganan kesejahteraan sosial melalui program Sistem Layanan Rujukan Terpadu (SLRT) terdiri dari peran pemerintah sebagai stabilisator, inovator, modernisator, pelopor, dan pelaksana sendiri belum terlaksana secara optimal. Untuk standar pelayanan tersebut berpedoman pada Peraturan Menteri Sosial Republik Indonesia Nomor 15 Tahun 2018 dan Surat Keputusan Bupati Bogor Nomor 465/131/Kpts/Per-UU/2019. Serta terdapat tantangan yang didapatkan pemerintah daerah dalam pelaksanaan Sistem Layanan Rujukan Terpadu (SLRT).

English Abstract

The Ministry of Social Affairs has created a new breakthrough to optimize the handling of social protection and welfare, namely the Integrated Referral Service System (SLRT). The Integrated Referral Service System (SLRT) innovation is a new system breakthrough that can help identify the needs of vulnerable and poor people and connect them by making referrals to managers of social protection and poverty reduction programs at the central and regional levels. The purpose of this research is to describe and analyze the role of the local government as well as challenges and efforts made by the local government of the Integrated Referral Service System (SLRT). The research focus in this thesis is the role of government as a stabilizer, innovator, modernisator, pioneer, and executor, as well as looking at the challenges and efforts of local government in optimizing the handling of social welfare in Bogor Regency. In this study, the research method used is descriptive research with a qualitative approach. By using three data collection techniques, namely observation, interviews, and documentation. The analysis method used is the interactive model according to Miles, Huberman, and Saldana with four stages, namely data collection, data condensation, data presentation, and conclusion drawing. The research results were tested for data validity using data source triangulation technique and triangulation technique. The results indicate that the role of local government in optimizing social welfare handling through the Integrated Referral Service System (SLRT) program consists of the role of government as a stabilizer, innovator, modernisator, pioneer, and executor not optimally. The service standards are guided by the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 15 of 2018 and Bogor Regent Decree Number 465/131/Kpts/Per-UU/2019. And there are challenges obtained by local governments in the implementation of the Integrated Referral Service System (SLRT)
