Abstract

Dinas sosial atau lembagai sosial adalah suatu lembaga yang didalamnya terdapat struktural atau pekerja-pekerja sosial dan mempunyai keteraturan dalam pemerintahan sosial dengan tujuan untuk mensejahterakan masyarakat, membangun masyarakat dan kepentingan umum lainnya yang berkaitan dengan kemasyarakatan. dinas sosial mempunyai tugas pokok yaitu melaksanakan urusan rumah tangga daerah serta tugas pembantuan dalam bidang pelatihan keterampilan kesejahteraan sosial, rehabilitasi sosial, dan pelatihan keterampilan kesejahteraan sosial, dalam pelaksanaan tugasnya dinas sosial dibantu oleh pekerja sosial.Penelitian ini menggunakan metode penelitian Kualitatif dengan pendekatan deskriptif, dengan memfokuskan pada Implementasi Program Pelatihan dalam Penanganan Remaja Putus Sekolah. Penelitian ini dilakukan dengan melalui observasi, wawancara dan dokumentasi.Hasil implementasi program kebijakan pelatihan keterampilan dalam penanganan remaja putus sekolah sudah terlihat baik.hal ini dikarenakan ada beberapa indikator Edward III yang digunakakn oleh penulis sebagai acuan dalam melihat implementasi program kebijakan yang hampir seluruhnya dipenuhi oleh Kantor Dinas Sosial Jawa Timur UPT Pelayanan Sosial Bina Remja Blita. Akan tetapi, di dalam hasil temuan lapangan juga membuktikan bahwa terdapat indikator yang kurang terpenuhi. Lebih lanjut mengenai faktor pendukung implementasi program Pelatihan Keterampilan berdasarkan hasil penelitian yaitu sarana dan prasarana,jumlah pegawa, kemauan pegawai instansi lain, dan anggaran. Selain itu terdapat penghambat implementasi progam pelatihan keterampilan dalam penanganan remaja putus sekolah seperti salah satunya kurangnya alat praktek untuk pelatihan keterampilan. Saran yang diberikan penulis adalah menambah atau pengajuan alat untuk praktek keterampilan anak dan seringnya update di sosial media agar masyarakat menegerti manfaat dan tujuan dari Dinas Sosial Provinsi Jawa Timur UPT Pelayanan Sosial Bina Remaja Blitar.

English Abstract

Social service or social institution is an institution in which there are structural or social workers and has regularity in social governance with the aim of improving the welfare of society, building society and other public interests related to society. social services have the main task of carrying out regional household affairs as well as assistance tasks in the field of social welfare skills training, social rehabilitation, and social welfare skills training, in carrying out their duties social services are assisted by social workers.This study uses a qualitative research method with a de- scriptive approach, focusing on the Implementation of Training Programs in Han- dling Out-of-school Youth. This research was conducted through observation, in- terviews and documentation.This research uses a Qualitative research method with a descriptive approach, focusing on the Implementation of Training Programs in Handling Out-of-School Youth. This research was conducted through observation, interviews and documentation.The results of the implementation of the skills train- ing policy program in handling adolescents who drop out of school have looked good. This is because there are several Edward III indicators used by the author as a reference in seeing the implementation of policy programs that are almost entirely fulfilled by the East Java Social Service Office UPT Social Services Bina Remja Blita. However, the results of field findings also prove that there are indicators that are less fulfilled. Furthermore, regarding the supporting factors for the implemen- tation of the Skills Training program based on the research results, namely facilities and infrastructure, the number of employees, the willingness of employees of other agencies, and the budget. In addition, there are obstacles to the implementation of the skills training program in handling adolescent dropouts such as one of them is the lack of practical tools for skills training. The advice given by the author is to add or propose tools for practicing children's skills and frequent updates on social media so that people understand the benefits and objectives of the East Java Pro- vincial Social Service UPT Social Services Bina Remaja Blitar.
