Abstract

Pada skripsi ini, penulis mengangkat permasalahan terkait penerapan sistem zonasi pada proses penerimaan peserta didik baru yang mewajibkan sekolah dibawah naungan pemerintah menerima peserta didik baru melalui sistem zonasi paling sedikit 50 dari daya tampung sekolah. Sedangkan, persebaran sekolah negeri di Indonesia belum merata sehingga menimbulkan banyak persoalan di lapangan saat kebijakan zonasi di implementasikan. Persoalan tersebut seperti protes dari orang tua peserta didik, pagu sekolah yang masih belum terpenuhi serta banyak peserta didik yang merasa dirugikan dengan adanya kebijakan zonasi karena dianggap menghalangi peserta didik dalam memenuhi kebutuhan dasarnya. Berdasarkan hal tersebut, skripsi ini mengangkat rumusan masalah: (1) Bagaimana implementasi kebijakan sistem zonasi dalam penerimaan peserta didik baru tingkat Sekolah Menengah Atas Negeri di Wilayah Kabupaten Madiun?; (2) Apakah permasalahan yang terjadi di Wilayah Kabupaten Madiun terkait pelaksanaan sistem zonasi pada penerimaan peserta didik baru tingkat Sekolah Menengah Atas Negeri?; (3) Bagaimana peran Cabang Dinas Pendidikan Wilayah Kabupaten dan Kota Madiun dalam mengatasi permasalahan terkait pelaksanaan sistem zonasi pada penerimaan peserta didik baru tingkat Sekolah Menengah Atas Negeri? Penulis menggunakan metode yuridis empiris dengan metode pendekatan yuridis sosiologis. Bahan hukum primer dan sekunder yang diperoleh penulis akan diuraikan, digambarkan dan dijelaskan menggunakan metode deskriptif kualitatif. Dari hasil penelitian diatas penulis memperoleh jawaban sebagai berikut: (1) Implementasi kebijakan sistem zonasi pada tingkat sekolah menengah atas belum berjalan dengan maksimal di Wilayah Kabupaten Madiun; (2) Permasalahan yang dihadapi dalam implementasi kebijakan zonasi adalah (a) pagu sekolah tidak terpenuhi; (b) stigma sekolah favorit masih melekat di masyarakat; (c) perubahan pada Kartu Keluarga; (d) kurangnya sosialisasi kebijakan; (e) peserta didik merasa dirugikan dan mengakibatkan motivasi belajar menurun; dan (f) kelemahan sistem. (3) Peran Cabang Dinas Pendidikan Wilayah Kabupaten dan Kota Madiun dalam menangani permasalahan yang ada dengan melakukan koordinasi dan meminta izin kepada Dinas Provinsi Jawa Timur untuk membuka gelombang pendaftaran kedua, melakukan sosialisasi dan penyuluhan kepada masyarakat, agar dapat mengerti, memahami dan merasakan manfaat dari kebijakan zonasi.

English Abstract

In this skripsi, the author raises issues related to the application of the zoning system in the process of accepting new students which requires schools under the auspices of the government to accept new students through a zoning system of at least 50% of the school's capacity. Meanwhile, the distribution of public schools in Indonesia has not been evenly distributed, causing many problems in the field when the zoning policy is implemented. Such as protests from parents of students, school ceilings that have not been met and many students who feel disadvantaged by the zoning policy because it is considered to prevent students from fulfilling their basic needs. Based on this, this thesis raises the formulation of the problem: (1) How is the implementation of the zoning system policy in the acceptance of new students at the State High School level in the Madiun Regency Region?; (2) What are the problems that occur in the Madiun Regency area related to the implementation of the zoning system for the acceptance of new students at the State High School level?; (3) What is the role of the Madiun Regency and City Education Office Branches in overcoming problems related to the implementation of the zoning system for the acceptance of new students at the State High School level? Then the author uses the empirical juridical method with a sociological juridical approach. Primary and secondary legal materials obtained by the author will be described, described and explained using qualitative descriptive methods. From the results of the research above, the authors obtain the following answers: (1) The implementation of the zoning system policy at the high school level has not run optimally in the Madiun Regency area; (2) The problems faced in implementing the zoning policy are (a) the school ceiling is not met; (b) the stigma of a favorite school is still attached to the community; (c) changes to the Family Card; (d) lack of policy socialization; (e) students feel disadvantaged and result in decreased learning motivation; and (f) system weakness. (3) The role of the Madiun Regency and City Education Office Branches in dealing with existing problems by coordinating and asking for permission from the East Java Provincial Office to open a second registration wave, conduct socialization and counseling to the community, in order to understand, understand and feel the benefits of zoning policy.
