Abstract

Pelaksanaan pelayanan publik khususnya dalam pelayanan administrasi kependudukan seringkali terdapat berbagai permasalahan yang kerap kali terjadi. Permasalahan pelayanan administrasi kependudukan dapat disebabkan oleh faktor sistem dan faktor manusia. Permasalahan tersebut hampir terjadi pada seluruh daerah yang ada di Indonesia salah satunya yaitu Kabupaten Pasuruan. Salah satu cara untuk mengatasi permasalahan tersebut yaitu dengan membuat suatu inovasi program. Inovasi program yang dibuat oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasuruan yaitu program Kios E-Pak Ladi. Penelitian ini dilakukan untuk menganalisis dan mengidentifikasi tingkat efektivitas pelaksanaan program, strategi mewujudkan efektivitas pelayanan administrasi kependudukan berbasis elektronik melalui Kios E-Pak Ladi, faktor pendukung dan penghambat efektivitas pelayanan administrasi kependudukan berbasis elektronik melalui Kios E-Pak Ladi. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Hal tersebut bertujuan untuk mendeskripsikan mengenai pelaksaan program Kios E-Pak Ladi. Fokus penelitian ini terdapat tiga fokus yaitu yang pertama efektivitas pelayanan administrasi kependudukan melalui Kios E-pak Ladi yang menggunakan indikator efektivitas. Kedua, strategi dalam mewujudkan kualitas efektivitas pelayanan administrasi kependudukan berbasis elektronik melalui Kios E-Pak Ladi yang terdiri dari lima strategi. Ketiga faktor pendukung dan penghambat. Sumber data yang digunakan yaitu data primer dan data sekunder. Untuk teknik pengumpulan data yaitu menggunakan observasi, wawancara, dan dokumentasi. Instrumen penelitian yaitu peneliti sendiri, pedoman wawancara, catatan lapangan, dan perangkat penunjang. Analisis data menggunakan teknik analisis data research design John. W. Creswell. Berdasarkan hasil penelitian, pelaksanaan pelayanan administrasi kependudukan berbasis elektronik melalui Kios E-Pak Ladi belum dapat dikatakan efektif karena sasaran yang butuhkan dalam program tersebut belum tercapai 100%. Selain itu masih terdapat masyarakat yang belum mengetahui secara jelas terkait dengan program Kios E-Pak Ladi. Untuk meningkatkan efektivitas program tersebut diperlukan adanya strategi serta saran yang mendukung agar pelaksanaan program Kios E-Pak Ladi dapat berjalan dengan baik sehingga dapat lebih efektif dan efisien.

English Abstract

The implementation of public services, especially in population administration services, often has various problems that often occur. Problems with population administration services can be caused by system factors and human factors. This problem occurs in almost all regions in Indonesia, one of which is the Pasuruan Regency. One way to overcome these problems is to create an innovative program. The program innovation created by the Pasuruan Regency Population and Civil Registration Office is the Kios E-Pak Ladi program. This research was conducted to analyze and identify the level of effectiveness of program implementation, strategies for realizing the effectiveness of electronic-based population administration services through the Kios E-Pak Ladi, supporting and inhibiting factors for the effectiveness of electronic-based population administration services through the Kios E-Pak Ladi. This research uses descriptive research with a qualitative approach. This aims to describe the implementation of the Kios E-Pak Ladi program. The focus of this research is that there are three focuses, namely the first is the effectiveness of population administration services through the Kios E-Pak Ladi which uses indicators of effectiveness. Second, the strategy in realizing the quality of the effectiveness of electronic-based population administration services through the Kios E-Pak Ladi which consists of five strategies. The three supporting and inhibiting factors. The data sources used are primary data and secondary data. For data collection techniques, namely using observation, interviews, and documentation. The research instruments were the researchers themselves, interview guides, field notes, and supporting tools. Data analysis used John's data analysis research design technique. W. Creswell. Based on the research results, the implementation of electronic-based population administration services through the E-Pak Ladi Kiosk cannot be said to be effective because the targets needed in the program have not been achieved 100%. In addition, the threes still knows clearly about the Kios E-Pak Ladi program. To increase the effectiveness of the program, strategies and suggestions are needed to support the implementation of the E-Pak Ladi Kiosk program so that it can run more effectively and efficiently.
