Abstract

Penelitian ini meneliti tentang aplikasi SIMONELA Provinsi Bali. Dengan judul “Electronic Government Development via SIMONELA at Bali Province”. SIMONELA adalah Sistim Monitoring dan Evaluasi Lapangan. Aplikasi ini muncul pada saat Pandemic Covid melanda keseluruh dunia, sehingga proses kegiatan dilakukan secara online. Lahirnya SIMONELA mendukung Pemerintah Provinsi Bali tetap terus melakukan monitoring dan laporan melakukan aplikasi yang bertajuk SIMONELA. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Sekretariat Provinsi Bali dan aplikasi SIMONELA ini dilakukan menggunakan website. Pada penelitian ini berfokus kepada Bagaimana pengembangan aplikasi SIMONELA di Provinsi Bali dan Apa yang menentukan (ITPOSMO) berkaitan dengan pengembangan electronic government via SIMONELA di Sekretariat Provinsi Bali. Teori ITPOSMO digunakan untuk mengukur seberapa dalam pengembangan aplikasi SIMONELA di Provinsi Bali. Hasil penelitian menunjukan bahwa pengembangan aplikasi SIMONELA telah berjalan dengan efektif, karena kerja sama tim yang dilakukan oleh Biro Ekonomi dan Administrasi Pembangunan sangat rapih hal ini dijelaskan karena ketika timnya melakukan kegiatan monitoring di lapangan tim yang melakukan monitoring di lapangan ini dapat langsung mengirim kepada tim yang sedang di kantor untuk meneruskan proses pelaporan ke dalam aplikasi SIMONELA sehingga ini sangat membantu dalam proses pengerjaan kegiatan. Sedangkan dalam menentukan ITPOSMO dalam SIMONELA masih terolong ada beberapa yang kurang. Kekurangan ini dijelaskan dalam staff (operator) dan other resource (keuangan). Disamping kedua point tersebut masih terdapatnya ketidakadaan anggaran yang dianggarkan untuk aplikasi SIMONELA, dan tidak terdapatnya dasar hukum karena masih berbasis inovasi yang dilakukan oleh salah satu staff di Biro Ekonomi dan Administrasi Pembangunan. Dengan begitu, perlu adanya penambahan anggota staff yang menjadi operator sebab untuk mendukung keefektifan pengoperasian aplikasi SIMONELA, perlu tersedianya anggaran agar dapat mengembangkan aplikasi SIMONELA untuk terus berjalan dan juga berinovasi yang lebih baik, dan menciptakan dasar hukum untuk aplikasi SIMONELA sebagai tanda keafktifan aplikasi yang digunakan oleh Sekretariat Provinsi Bali.

English Abstract

This study examines the SIMONELA application for the Province of Bali. With the title "Development of Electronic Governance Through SIMONELA in the Province of Bali". SIMONELA is a Field Monitoring and Evaluation System. This application appeared when the Covid Pandemic hit the whole world, so the activity process was carried out online. The birth of SIMONELA supports the Provincial Government of Bali to continue to monitor and report on the application entitled SIMONELA. This research uses descriptive research with a qualitative approach located at the Bali Provincial Secretariat and the SIMONELA application is carried out using a website. This research focuses on how the development of the SIMONELA application in the Bali Province and what determines (ITPOSMO) related to the development of electronic government through SIMONELA at the Bali Provincial Secretariat. The ITPOSMO theory is used to measure how far the development of the SIMONELA application is in the Province of Bali. The results of the study show that the development of the SIMONELA application has been running effectively, because the teamwork carried out by the Development Economics and Administration Bureau is very neat. who are in the office to continue the reporting process into the SIMONELA application so that this is very helpful in the process of carrying out activities. Meanwhile, in determining ITPOSMO in SIMONELA, there are still some things that are lacking. These deficiencies are described in staff (operators) and other resources (financial). Apart from these two points, there is still no budget budgeted for the SIMONELA application, and there is no legal basis because it is still based on innovation carried out by one of the staff at the Bureau of Development Economics and Administration. That way, it is necessary to add staff members who become operators because to support the effectiveness of the operation of the SIMONELA application, it is necessary to have a budget available so that the SIMONELA application can continue to develop and also improve it better, and create a legal basis for the SIMONELA application as a sign of the effectiveness of the application used by the Province Bali Secretariat Office.
