Abstract

Jalan Tunjungan merupakan salah satu koridor menjadi objek wisata heritage di Kota Surabaya yang terletak di pusat kota. Pemerintah Kota Surabaya merencanakan pembangunan infrastruktur berupa jaringan jalan dengan memperhatikan keamanan dan kenyamanan di dalam kota khususnya bagi para pejalan kaki. Salah satu konsep yang dapat diterapkan untuk mewujudkan hal tersebut adalah walkable street yang bertujuan untuk menciptakan lingkungan yang ramah bagi pejalan kaki dengan memberikan rasa aman dan nyaman saat melintasinya. Namun, kondisi tingkat walkability di Jalan Tunjungan masih terdapat permasalahan seperti kondisi pada fasilitas pendukung jalur pedestrian dan fasilitas bagi pejalan kaki berkebutuhan khusus yang belum maksimal, serta terdapat hambatan samping bagi pejalan kaki. Penelitian ini bertujuan untuk menentukan arahan pengembangan di Jalan Tunjungan menggunakan konsep walkable street. Jenis penelitian yang digunakan adalah penelitian kuantitatif untuk mengidentifikasi karakteristik jalur pedestrian, karakteristik pejalan kaki, dan hasil analisis tingkat walkability serta penelitian kualitatif dalam menentukan arahan pengembangan yang diperoleh dengan menyandingkan hasil analisis dan peraturan yang berlaku di wilayah studi. Variabel tingkat walkability yang digunakan bersumber dari US Department of Health and Human Services. Namun, bobot variabel tingkat walkability dalam penelitian ini menyesuaikan kondisi wilayah studi berdasarkan penilaian stakeholder yang berkaitan dalam pembangunan di Jalan Tunjungan melalui metode AHP. Selanjutnya dilakukan analisis tingkat walkability dari hasil kuisioner pejalan kaki dan bobot variabel tingkat walkability yang telah dilakukan sebelumnya. Hasil analisis tingkat walkability di Jalan Tunjungan memperoleh skor 74,066 yang masuk dalam klasifikasi “Berisiko Rendah dan Ramah bagi Pejalan Kaki”. Kondisi ini sudah tergolong baik, akan tetapi masih perlu dilakukan pengembangan untuk memaksimalkan kinerja jalur pedestrian di Jalan Tunjungan terutama pada variabel pemeliharaan fasilitas, buffer, aksesibilitas, dan peneduh yang masih terdapat permasalahan. Arahan pengembangan dilakukan per segmen dengan urutan prioritas penanganan dimulai dari segmen dengan nilai tingat walkability terendah hingga tertinggi yaitu pada segmen 4, segmen 2, segmen 1, hingga segmen 3.

English Abstract

Tunjungan Street is one of the corridors to become a heritage tourist attraction in Surabaya City located in the city center. Surabaya City Government plans the development of infrastructure in the form of road networks with attention to safety and comfort in the city, especially for pedestrians. One of the concepts that can be implemented to realize this is a walkable street that aims to create a friendly environment for pedestrians by providing a sense of security and comfort when crossing it. However, there are still problems with the level of walkability on Jalan Tunjungan such as the condition of supporting facilities for pedestrian paths and facilities for pedestrians with special needs that have not been maximized, and there are side obstacles for pedestrians. This research aims to determine the direction of development on Jalan Tunjungan using the concept of a walkable street. The type of research used is quantitative research to identify the characteristics of pedestrian paths, pedestrian characteristics, and the results of the analysis of the level of walkability and qualitative research in determining development directions obtained by juxtaposing the results of the analysis and applicable regulations in the study area. The walkability level variables used were sourced from the US Department of Health and Human Services. However, the variable weight of the walkability level in this research adjusts the condition of the study area based on the assessment of stakeholders related to the development of Jalan Tunjungan through the AHP method. Furthermore, the walkability level is analyzed from the results of the pedestrian questionnaire and the weighting of the walkability level variables that have been carried out previously. The results of the analysis of the level of walkability on Jalan Tunjungan obtained a score of 74.066 which is included in the classification of "Low Risk and Friendly to Pedestrians". This condition is already classified as good, but there is still a need for development to maximize the performance of pedestrian paths on Jalan Tunjungan, especially on the variables of facility maintenance, buffers, accessibility, and shading which still have problems. The development direction is carried out per segment with the order of priority handling starting from the segment with the lowest to the highest walkability score, namely in segment 4, segment 2, segment 1, to segment 3.
