Abstract

Pemberdayaan merupakan suatu upaya yang dilakukan untuk mengembangkan kemampuan, keterampilan, dan kemandirian individu atay masyarakat dalam rangka memenuhi kebutuhannya. Pemberdayaan perlu dilakukan untuk meningkatkan kualitas masyarakat agar tercapai kesejahteraan masyarakat. Pelaku UMKM merupakan salah satu sasaran yang tepat untuk diberdayakan karena masih banyak masalah dan kendala didalamnya. Potensi-potensi yang ada dalam UMKM sangat beragam karena UMKM merupakan salah satu bentuk usaha kreatif. Hal tersebut juga terlihat pada UMKM di Kabupaten Kediri. Namun, sebagian besar UMKM di Kabupaten Kediri belum dikelola secara profesional. Pemerintah Kabupaten Kediri melalui Dinas Koperasi dan Usaha Mikro Kabupaten Kediri berupaya dalam mengatasi permasalahan-permasalahan tersebut dengan melakukan pemberdayaan UMKM melalui Klinik Koperasi dan UMKM. Jenis penelitian yang digunakan oleh peneliti adalah metode deskriptif dengan pendekatan kualitatif dengan tiga fokus penelitian, yaitu: (1) Pemberdayaan Usaha Mikro, Kecil, dan Menengah Produk Khas Daerah Melalui Klinik Koperasi dan UMKM studi pada Dinas Koperasi dan Usaha Mikro Kabupaten Kediri; (2) Model-Model Pemberdayaan UMKM; (3) Faktor Pendukung dan faktor penghambat pemberdayaan UMKM yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kabupaten Kediri. Penelitian ini menggunakan metode analisis data model Spradley. Hasil dari penelitian ini menunjukkan bahwa Pemberdayaan Usaha Mikro, Kecil, dan Menengah Produk Khas Daerah Melalui Klinik Koperasi dan UMKM di Dinas Koperasi dan Usaha Mikro Kabupaten Kediri adalah pihak dinas telah melaksanakan tahap enabling dengan cara menjaring keluhan, kendala, permasalahan, mengadakan pelatihan dan sosialisasi tentang bagaimana membuat produk agar kedepannya dapat dikembangkan menjadi sebuah usaha yang memiliki nilai jual. Pihak dinas juga telah melaksanakan tahap empowering yaitu dengan cara memberikan pelatihan lanjutan untuk meningkatkan kemampuan dan skill, bantuan pemasaran berupa pameran, display produk, dan melalui website. Selanjutnya pihak dinas juga telah melakukan tahap protecting melindungi kepentingan dengan cara melalukan bimbingan teknis dan sosialisasi mengenai perizinan dan legalitas usaha. Selain itu, terdapat pula fasilitas pengurusan perizinan secara gratis dari program Kementerian atau Provinsi. Namun upaya lain seperti terkait dengan regulasi khusus dari dinas atau dari pemerintah setempat yang mengatur tentang persaingan harga antara usaha kecil dan usaha besar belum ada.

English Abstract

Empowerment is an effort made to develop the abilities, skills, and independence of individuals or communities in order to meet their needs. Empowerment needs to be done to improve the quality of society in order to achieve social welfare. MSME actors are one of the right targets to be empowered because there are still many problems and obstacles in it. The potentials that exist in SMEs are very diverse because SMEs are a form of creative business. This is also seen in MSMEs in Kediri Regency. However, most MSMEs in Kediri Regency have not been managed professionally. The Government of Kediri Regency through the Office of Cooperatives and Micro Enterprises of Kediri Regency is trying to overcome these problems by empowering MSMEs through the Cooperative and MSMEs Clinic. The type of research used by researchers is a descriptive method with a qualitative approach with three research focuses, namely: (1) Empowerment of Micro, Small and Medium Enterprises Typical Regional Products Through Cooperative Clinics and Study UMKM at the Office of Cooperatives and Micro Enterprises of Kediri Regency; (2) MSME Empowerment Models; (3) Supporting factors and inhibiting factors for MSME empowerment carried out by the Office of Cooperatives and Micro Enterprises of Kediri Regency. This study uses the Spradley model data analysis method. The results of this study indicate that the Empowerment of Micro, Small and Medium Enterprises with Regional Typical Products through the Cooperative Clinic and MSMEs in the Office of Cooperatives and Micro Enterprises of Kediri Regency is that the agency has carried out the enabling stage by capturing complaints, obstacles, problems, conducting training and outreach about how to make a product so that in the future it can be developed into a business that has a sale value. The agency has also carried out the empowering stage, namely by providing further training to improve abilities and skills, marketing assistance in the form of exhibitions, product displays, and through websites. Furthermore, the agency has also carried out the protecting stage to protect interests by means of technical guidance and socialization regarding licensing and business legality. Apart from that, there are also free licensing facilities from Ministry or Provincial programs. However, other efforts such as those related to special regulations from the agency or from the local government that regulate price competition between small businesses and large businesses do not yet exist.
