Abstract

Sistem informasi yang memadai diperlukan untuk mendukung pengambilan kebijakan dalam administrasi dan manajemen kepegawaian. Sistem informasi kepegawaian yang digunakan di lingkungan Pemerintah Kota Malang pada awalnya adalah Sistem Informasi Manajemen Kepegawaian (SIMPEG). Namun, dari segi aspek dan fungsi SIMPEG masih belum maksimal dalam mendukung manajemen kepegawaian data dan dokumen kepegawaian ASN di lingkungan Pemerintah Kota Malang. Kemudian, BKPSDM Kota Malang mengembangkan SIMPEG menjadi Sistem Informasi Manajemen Aparatur Sipil Negara (SIMAS). Tujuan penelitian ini adalah mendeskripsikan efektivitas SIMAS di Pemerintah Kota Malang, serta faktor pendukung dan faktor penghambatnya berdasarkan teori Gable, et al. (2008) tentang Information System Impact. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah efektivitas SIMAS di Pemerintah Kota Malang berdasarkan teori Gable, et al. (2008) tentang Information System Impact dengan melihat dari dimensi dampak dan kualitas, serta yang menjadi faktor pendukung dan faktor penghambatnya. Penelitian ini berlokasi di Kota Malang, sedangkan situsnya pada BKPSDM Kota Malang dan ASN di lingkungan Pemerintah Kota Malang. Teknik pengumpulan data yang digunakan adalah survei dengan menyebar kuesioner, wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa SIMAS di Pemerintah Kota Malang relatif efektif. SIMAS menyediakan data dan dokumen kepegawaian yang akurat, tersinkronisasi dan konsisten, serta terjamin keamanannya, yang digunakan sebagai bahan penyusunan rekomendasi teknis pada pengambilan keputusan dalam manajemen ASN. Dengan adanya SIMAS mempermudah proses administrasi kepegawaian dan memangkas biaya pencetakan. SIMAS memuat aspek atau fitur untuk mendukung berkaitan dengan manajemen kepegawaian, yang mudah digunakan. SIMAS didukung oleh infrastruktur yang memadai dan sumber daya manusia yang kompeten. Adapun yang menjadi faktor penghambat efektivitas SIMAS, yakni terdapat fitur yang tidak update, serta kesadaran ASN akan tanggung jawab data dan dokumen kepegawaiannya pada SIMAS masih rendah.

English Abstract

Adequate information systems are needed to support policy making in personnel administration and management. The staffing information system used in the Malang City Government was originally the Personnel Management Information System (SIMPEG). However, in terms of aspects and functions, SIMPEG is still not optimal in supporting the management of data staffing and ASN personnel documents within the Malang City Government. Then, BKPSDM Malang City developed SIMPEG into State Civil Apparatus Management Information System (SIMAS). The purpose of this research is to describe the effectiveness of SIMAS in the Malang City Government, as well as its supporting factors and inhibiting factors based on Gable's theory, et al. (2008) about Information System Impact. This research uses a descriptive type of research with a qualitative approach. The focus of this research is the effectiveness of SIMAS in the Malang City Government based on the theory of Gable, et al. (2008) about Information System Impact by looking at the dimensions of impact and quality, as well as the supporting factors and inhibiting factors. This research is located in Malang City, while the site is at BKPSDM Malang City and ASN within the Malang City Government. The data collection technique used was a survey by distributing questionnaires, interviews, observation, and documentation. The results showed that SIMAS in Malang City Government was relatively effective. SIMAS provides accurate, synchronized, and consistent data and personnel documents, as well as guaranteed security, which are used as material for preparing technical recommendations on decision making in ASN management. With SIMAS, simplifies the personnel administration process and cuts printing costs. SIMAS contains aspects or features to support related to staffing management, which is easy to use. SIMAS is supported by adequate infrastructure and competent human resources. As for the factors that inhibit the effectiveness of SIMAS, namely that there are features that are not updated, and ASN awareness of data responsibilities and personnel documents on SIMAS is still low.
