Abstract

Pengangguran merupakan salah satu masalah yang sering muncul dalam proses pembangunan dan-menjadi isu global yang “harus segera diatasi.” Kota ‘Malang termasuk kota dengan 'tingkat pengangguran tergolong tinggi' di Provinsil Jawa Timur.| Hal ini | menyebabkan / Dinas- Tenagal Kerja, Penanaman Modal, -dan Pelayanan Terpadu Satu Pintu Kota Malang memiliki peran. yang cukup, penting dalam ;mengatasi masalah pengangguran. Penanganan masalah pengangguran telah dilakukan melalui beberapa upaya yang diwujudkan dalam bentuk program, salah ‘satunya melalui’ program’ penempatan tenaga kerja' yaitu Job Fair Active. Program Job “Fair: Active’ dimaksudkan untuk memudahkan''dan ‘memperluas kesempatan-mencari Kerja bagi pencari:kerja 'dan/ membantu perusahaan, untuk mendapatkan--tenaga - kerja yang sesuai -dengan keahlian- dan. kemampuan. Penelitian ini dilakukan dengan tujuan untuk mendeskripsikan dan menganalisis implementasi program Job Fair Active di Kota Malang serta mengidentifikasi faktor pendukung dan penghambat dari implementasi program tersebut. Jenis penelitian yang' digunakan'deskriptif dengan-pendekatan kualitatif. Sumber data yang didapat adalah ‘data primer: dan-data sekunder. ' Teknik:pengumpulan data yang |dilakukan ‘melalui observasi, wawancara, dan| dokumentasi.. Untuk: teknik analisis_data menggunakan menggunakan analisis model interaktif oleh Miles, Huberman, dan Saldana. Hasil penelitian menggunakan konsep implementasi program David C. Korten yang terdiri dari 3 ‘elemen. Pertama, kesesuaian program dengan pemanfaat, bahwa program Job Fair Active memiliki tujuan yang ingin'_'dicapai; namun' ~dalam ;pelaksanaannya ” program: ini ~belum- mampu memberikan manfaat-dan, perubahan bagi kelompok| pemanfaat: sehingga adanya tujuan . program. tidak mampu, tercapai. Kedua, kesesuaian program dengan organisasi pelaksana, dengan adanya program Job Fair Active ini pemerintah telah melakukan ~bimbingan “teknis, “sosialisasi, “serta’ mempersiapkan sarana “dan prasarana guna keberlangsungkan program’'Job-'Fair- Active. Ketiga, kesesuaian antara | kelompok: pemanfaat “ dengan ~organisasi/ pelaksana; - pemermtah/ dalam pelaksanaan program Job Fair.Active memberikan informasi dan persyaratan yang wajib dipenuhi oleh penerima, manfaat. Adapun yang menjadi faktorpendukung pelaksanaan program Job Fair Active yaitu pengembangan infrastruktur berbasis digital, 'dukungan pemerintah ‘daerah, dan ketersediaan sarana dan prasarana. Selain- faktor pendukung terdapat pula“faktor penghambat ‘yaitu program'tidak didasari kebutuhan masyarakat;/gangguan server, dan kurangnya koordinasi antar aktor:aktor yang terlibat:

English Abstract

Unemployment is a problem that often arises in the development process and becomes a global issue that must be addressed immediately. Malang City is a city with a high unemployment rate in East Java Province. This causes the Office of Manpower, Investment, and One-Stop Services in Malang City to have an important role in overcoming the problem of unemployment. Handling the problem of unemployment has been carried out through several efforts which are realized in the form of programs, one of which is through the employment placement program, namely the Job Fair Active. Job Fair Active program is intended to facilitate and expand job-seeking opportunities for job seekers and to help companies find workers who match their skills and abilities. This research was conducted with the aim of describing and analyzing the implementation of the Job Fair Active program in Malang City and identifying the supporting and inhibiting factors of the program's implementation. The type of research used is descriptive with a qualitative approach. Sources of data obtained are primary data and secondary data. Data collection techniques are carried out through observation, interviews, and documentation. For data analysis techniques using interactive model analysis by Miles, Huberman, and Saldana. The results of the study used the concept of implementing David C. Korten's program which consisted of 3 elements. First, the compatibility of the program with the beneficiaries, that the Job Fair Active program has objectives to be achieved but in practice this program has not been able to provide benefits and change for beneficiary groups so that the program objectives cannot be achieved. Second, the suitability of the program with the implementing organization, with the existence of the Job Fair Active program, the government has provided technical guidance, outreach, and prepared facilities and infrastructure for the continuation of the Job Fair Active program. Third, compatibility between beneficiary groups and implementing organizations, the government in implementing the Job Fair Active program provides information and requirements that must be met by beneficiaries. The supporting factors for the implementation of the Job Fair Active program are digital-based infrastructure development, local government support, and availability of facilities and infrastructure. In addition to the supporting factors, there are also inhibiting factors, namely the program is not based on community needs, server disturbances, and lack of coordination between the actors involved.
