Abstract

Kebijakan vaksinasi Covid-19 tertuang dalam Peraturan Menteri Kesehatan Republik Indonesia Nomor 23 Tahun 2021 Tentang Pelaksanaan Vaksinasi Dalam Rangka Penanggulangan Pandemi Corona Virus Disease 2019 (Covid-19). Kota Malang merupakan tiga tertinggi dalam capaian vaksinasi se-Jawa Timur dan lebih tinggi dari rata-rata nasional karena seluruh puskesmas didukung klinik, sentra dan gerai vaksin yang ada terus berupaya untuk meraih kelompok sasaran vaksinasi di wilayah masing-masing. Tujuan penelitian ini untuk mengetahui implementasi kebijakan vaksinasi Covid-19 di Kota Malang dalam rangka penanggulangan pandemi serta mendeskripsikan hambatan yang dialami dalam pelaksanaannya. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian dilihat dari dimensi standar dan sasaran kebijakan yaitu dalam pelaksanaannya berpedoman pada Peraturan Menteri Kesehatan Republik Indonesia Nomor 23 Tahun 2021 dan diikuti dengan petunjuk teknis yang berlaku, kemudian kebijakan ini sudah tepat sasaran. Sumberdaya, sudah optimal karena SDM kesehatan, anggaran dan sarana prasarana mendukung pelaksanaan vaksinasi Covid-19. Komunikasi antar organisasi yang dijalankan Dinas Kesehatan Malang dengan cara melakukan strategi komunikasi dengan fasilitas pelayanan kesehatan berjalan dengan lancar. Karakteristik badan-badan pelaksana, sudah sesuai dengan tugas pokok dan fungsinya masing-masing. Sikap badan pelaksana, sudah optimal dilihat dari pemahaman dan respon positif dari para pelaksana kebijakan untuk mendukung kebijakan ini. Kondisi lingkungan ekonomi, sosial dan politik sudah cukup baik dapat dilihat dari keterlibatan dan dukungan dari organisasi pemerintahan maupun diluar pemerintahan, walaupun kurangnya kesadaran masyarakat untuk melanjutkan vaksin dosis 3 dan 4 serta aplikasi Pcare mengalami kendala seperti error dari sistem. Kesimpulan bahwa kebijakan vaksinasi Covid-19 di Kota Malang sudah berjalan dengan baik. Namun untuk vaksin dosis 3 dan 4 belum mencapai target sasaran.

English Abstract

The Covid-19 vaccination policy is written on the Regulation of the Minister of Health of the Republic of Indonesia Number 23 of 2021 about The Implementation of Vaccination for Countermeasures of Corona Virus Disease 2019 (Covid-19). Malang City is the top three in the achievement of vaccination at East Java and higher than the national average because of all the Public Health Center is supported by clinic, center, and vaccine booth who keep trying to reach the group’s vaccination target in each area. The purpose of this research is to know about the implementation of Covid-19 vaccination policy in Malang City in order to countermeasures the pandemic and describe the obstacles of the implementation. This research is a descriptive research with qualitative approach. The data collection techniques are through observation, interview, and documentation. The research result can be seen from the standard dimensions and policy target which the implementation are guided by the Regulation of the Minister of Health of the Republic of Indonesia Number 23 of 2021 and followed by the applicable technical instructions, then this policy is already right on target. The resources are already optimal because of the health human resources, the budgets, and the infrastructure are support the implementation of Covid-19 vaccination. The communication between the organizations is done by the Health Department of Malang City with the communication’s strategy is already on target. The characteristic of the implementing agency is already suitable with the main task and each functions. The attitude of the implementing agency is already optimal, it can be seen from the understanding and positive response from the policy executor to support this policy. The economic environment condition, social and political are good enough can be seen from the involvement and support by both government organization and non-government organization. Although there are lack of public awareness to continue the doses 3 and 4 vaccination and Pcare application is experiencing error problems by sistem. The conclusion is that Covid-19 Vacciantion in Malang City is already goes well, but the vaccine doses 3 and 4 have not reached the target.
