Abstract

Penelitian ini bertujuan untuk memperoleh bukti empiris mengenai peran Belanja Pemerintah (yang terdiri dari Belanja Pendidikan, Belanja Kesehatan, Belanja Infrastruktur) dan tenaga kerja terhadap Pertumbuhan dan Ketimpangan Ekonomi. Populasi Penelitian ini adalah Kabupaten/Kota di Jawa Timur. Penelitian ini merupakan penelitian yang bersifat explanatory. Subyek dalam penelitian ini adalah kota dan kabupaten di Provinsi Jawa Timur periode tahun 2011 sampai dengan tahun 2019. Jenis data yang digunakan adalah data kuantitatif. Metode analisis statistik menggunakan analisis jalur dengan menggunakan Eviews. Hasil penelitian menunjukkan beberapa hal menarik seperti Belanja Kesehatan, Belanja Infrastruktur dan Tenaga Kerja berpengaruh negatif terhadap Pertumbuhan Ekonomi dan hanya Belanja Pendidikan yang berpengaruh positif terhadap Pertumbuhan Ekonomi serta Tenaga Kerja yang berpengaruh negatif signifikan terhadap Ketimpangan. Dari hasil tersebut dapat disimpulkan bahwa Pengeluaran Pemerintah tidak selalu mengarah pada Pertumbuhan Ekonomi dan menekan Ketimpangan. Oleh karena itu Pemerintah perlu mengatur kembali target Pengeluaran, agar Pengeluaran tersebut dapat mempengaruhi Pertumbuhan Ekonomi dan Ketimpangan dengan lebih baik.

English Abstract

The objective of this research is to gain empirical evidences regarding the roles of government spending, which consists of education, health, and infrastructure expenditures; and labor on economic growth and disparity. The population of this explanatory research is regencies and cities in East Java. The research subjects are cities and regencies in East java from 2011 to 2019. The quantitative data incorporated in this research was analyzed statistically using path analysis in EViews. The results of this research show some interesting facts such as that health expenditure, infrastructure expenditure, and labor negatively affect economic growth, that only does education expenditure positively influence economic growth, and that labor significantly and negatively affects disparity. Based on those findings, it can be concluded that government expenditures do not necessarily enhance economic growth and reduce disparity. Therefore, the government needs to rearrange their expenditure target in order to make the spending able to better influence economic growth and disparity
