Abstract

Penelitian ini bertujuan untuk mengeksplorasi makna keberadaan air beji di masyarakat adat Bali serta menganalisis indikator-indikator pembentuk tata kelola pemanfaatan dan pengelolaan adaptif air beji berbasis kearifan lokal Sad Kertih untuk keberlanjutan air beji dengan pendekatan mixed-method. Fase kualitatif mengawali penelitian dengan informan kunci dan pendukung sebanyak 12 orang, yang dianalisis menggunakan NVivo 11 plus. Kemudian dilanjutkan dengan fase kuantitatif terhadap 148 responden pengguna air beji di Kota Denpasar dan sekitarnya yang dianalisis menggunakan warpPLS 7. Hasil analisis pada fase kualitatif menunjukkan dari keenam komponen kearifan lokal Sad Kertih, komponen yang paling besar presentasenya dalam membentuk keberlanjutan pemanfaatan dan pengelolaan air beji adalah komponen Jana Kertih atau manusia yang memanfaatkan juga mengelola air beji. Berdasarkan aspek spiritualitas dari kearifan lokal berpusat pada manusia yang memiliki pemikiran dan pengalaman untuk memanfaatkan sumber daya sesuai potensi dan kebutuhan sehingga keseimbangan alam tetap terjaga. Melalui wawancara mendalam dengan informan kunci dan informan pendukung diidentifikasi 69 indikator yang sekiranya dapat mewakili pengalaman perwakilan komponen masyarakat adat (sulinggih,pendeta, bendesa adat, perbekel, pemerintah daerah, serta masyarakat konsumen) dalam keberadaan dan pemanfaatan air beji di Kota Denpasar dan sekitarnya. Indikator-indikator tersebut membentuk dimensi yang kemudian membentuk variabel keberlanjutan air beji, tata kelola air beji serta pengelolaan adaptif air beji yang kesemuanya berbasis konsep kearifan lokal Sad Kertih yang diyakini dan dipraktekkan oleh masyarakat adat Hindu Bali. Selanjutnya variabel tata kelola pemanfaatan air beji secara langsung berpengaruh positif dan signifikan terhadap keberlanjutan air beji. Dan pengelolaan adaptif air beji oleh masyarakat adat. Selanjutnya pengelolaan adaptif air beji secara langsung berpengaruh positif dan signifikan terhadap keberlanjutan keberadaan dan pemanfaatan air beji. Kemudian variabel pengelolaan adaptif air beji terbukti memediasi hubungan antara tata kelola air beji dengan keberlanjutan keberadaan dan pemanfaatan air beji bagi masyarakat adat di Kota Denpasar dan sekitarnya.Serta terbukti bahwa model keberlanjutann air beji dengan indkator-indikator pembentuk variabel tata kelola pemanfaatan air beji dan pengelolaan adaptif air beji berbasis kearifan lokal Sad Kertih layak digunakan untuk memprediksi kondisi keberadaan dan pemanfaatan air beji di Kota Denpasar dan sekitarnya

English Abstract

The objective of this research is to explore the senses behind the existence of beji water among Balinese indigenous people and to analyze indicators for the creation of the usage governance and adaptive management of beji water based on Sad Kertih, a local wisdom, for the sustainability of the water. Using mixed method, the qualitative phase took place first involving twelve informants, key and supporting, and analyses in NVivo 11 Plus. The quantitative phase was conducted on 148 beji water users in and around Denpasar; the analyses were conducted in WarpPLS 7. The results of the qualitative phase show that, from the six components of Sad Kertih, the one with the highest percentage in shaping the usage and management of beji water is Jana Kertih, i.e., humans that use and manage the water. This is based on the spirituality aspect of local wisdom that is centered on humans who have the thought and experience of utilizing resources according to their potentials and needs to maintain the ecological balance. The results of the in-depth interviews with key and supporting informants suggest 69 indicators that speak for the experience of the representatives of the indigenous communities’ components (i.e., sulinggih, pendeta, bendesa adat, perbekel, local governments, and the consuming community) in the presence and utilization of beji water in Denpasar and its surroundings. The said indicators create dimensions which later cast variables such as beji water sustainability, beji water governance, and beji water adaptive management; all of which are based on Sad Kertih, which is believed and practiced by the Balinese Hindu communities. This study also finds that the usage governance of beji water directly has positive and significant impacts on the water’s sustainability and adaptive management. Further, the adaptive management directly has a positive and significant effects on the sustainability of beji water’s existence and utilization as well as mediates the influence of the water’s governance on the sustainability of beji water’s existence among and utilization by the indigenous people in and around Denpasar. In addition, it was proven that the model of beji water’s sustainability with the constituting indicators for the usage governance and adaptive management of beji water that are based on Sad Kertih is feasible to predict the existence and utilization of the water in Denpasar and its surrounding areas.
