Abstract
Latar belakang penelitian ini adalah adanya dampak yang ditimbulkan oleh persebaran kasus COVID-19 di Indonesia sehingga mengharuskan pemerintah Pusat hingga Daerah untuk mengambil tindakan. Salah satu tindakan yang dilakukan oleh pemerintah adalah dengan memberlakukan Pembatasan Sosial Berskala Besar (PSBB) di seluruh wilayah Indonesia termasuk wilayah Malang Raya yang meliputi Kota Malang, Kota Batu dan Kabupaten Malang. Penerapan PSBB ini menimbulkan dampak pada beberapa sektor, salah satu sektor yang terdampak signifikan adalah adalah sektor pariwisata. Kota Batu yang dikenal dengan kota wisata sangat merasakan dampak tersebut. Namun, dengan diterapkannya PSBB khususnya di wilayah Malang Raya memberikan dampak lain yaitu menurunnya eskalasi COVID-19 khususnya di Kota Batu. Menurunnya eskalasi tersebut mengharuskan pemerintah Kota Batu untuk mengeluarkan Peraturan Walikota Nomor 56 Tahun 2020 tentang Pedoman dan Pencegahan Corona Virus Disease 2019 dalam Status Transisi Darurat ke Pemulihan dengan tujuan untuk mencegah penyebaran Corona Virus Disease 2019 karena sekalipun ancaman bencana cenderung menurun eskalasinya dan/atau telah berakhir, namun masih terdapat gangguan kehidupan dan penghidupan masyarakat di Kota Batu khususnya di sektor pariwisata yang menjadi inti dari penulisan tesis ini. Penulisan Tesis dengan judul Implementasi Kebijakan Peraturan Walikota Batu Nomor 56 Tahun 2020 Tentang Pedoman dan Pencegahan Corona Virus Disease 2019 dalam Status Transisi Darurat ke Pemulihan Berbasis Collaborative Pentha Helix (Studi pada Sektor Pariwisata Kota Batu) merupakan studi yang mengkaji tentang bagaimana kebijakan Peraturan Walikota Nomor 56 Tahun 2020 ini diimplementasikan dengan menggunakan collaborative pentha helix khususnya bagi pelaku usaha di sektor pariwisata. Rumusan masalah di dalam penelitian ini adalah (1) Bagaimana implementasi kebijakan Peraturan Wali Kota Batu Nomor 56 Tahun 2020 tentang Pedoman Pencegahan dan Pengendalian Corona Virus Disease 19 dalam Status Transisi Darurat ke Pemulihan khususnya pada sektor pariwisata? (2) Bagaimanakah keberadaan collaborative pentha helix dalam implementasi kebijakan Peraturan Wali Kota Batu Nomor 56 Tahun 2020 tentang pedoman pencegahan dan pengendalian Corona Virus Disease 19 dalam Status Transisi Darurat ke Pemulihan di Kota Batu pada sektor pariwisata? Tujuan penelitian ini adalah untuk (1) mendeskripsikan dan menganalisis implementasi kebijakan Peraturan Wali Kota Batu Nomor 56 Tahun 2020 tentang Pedoman Pencegahan dan Pengendalian Corona Virus Disease 19 dalam Status Transisi Darurat ke Pemulihan khususnya pada sektor pariwisata, dan (2) mendeskripsikan dan menganalisis keberadaan collaborative pentha helix dalam implementasi kebijakan Peraturan Wali Kota Batu Nomor 56 ix Tahun 2020 tentang pedoman pencegahan dan pengendalian Corona Virus Disease 19 dalam Status Transisi Darurat ke Pemulihan pada sektor pariwisata. Metode yang dipergunakan di dalam penelitian ini adalah pendekatan kualitatif. Dengan menggunakan pendekatan kualitatif, maka peneliti dapat mendeskrip-sikan, menemukan, mengkaji dan menganalisis suatu fenomena yang memiliki karakter khusus yang berhubungan dengan “Implementasi Kebijakan Peraturan Walikota Batu Nomor 56 Tahun 2020 berbasis Collaborative Pentha Helix” yang memiliki karakter unik objek tertentu sehingga suatu fenomena bisa dianalisis secara spesifik. Sumberdata yang dipergunakan di dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Hasil temuan di lapangan menunjukkan bahwa implementasi kebijakan Peraturan Walikota Batu Nomor 56 Tahun 2020 tentang Pedoman Pencegahan Dan Pengendalian Corona Virus Disease 19 (COVID-19) Dalam Status Transisi Darurat Ke Pemulihan khususnya untuk sektor pariwisata di Kota Batu berlangsung dengan baik. Keadaan ini terdukung oleh unsur implementasi kebijakan yaitu (1) tujuan, standard dan sasaran disebutkan dengan jelas dan konkrit dan didukung oleh pemahaman yang baik oleh para stakeholder yang terlibat dalam Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19) Kota Batu; (2) sumberdaya yaitu sumberdaya manusia, sumberdaya finansial dan sumberdaya waktu khususnya untuk sektor pariwisata saling memberikan dukungan sesuai lingkup usahanya dalam menjalankan prokes di usaha pariwisatanya; (3) Karakteristik badan pelaksana yang terlibat dalam implementasi Peraturan Walikota Nomor 56 Tahun 2020 berasal dari unsur pemerintah (mulai Wali Kota sampai Ketua RW dan RW), TNI dan Polri, pengusaha (swasta), masyarakat, media dan akademisi; dan untuk mendukung kebijakan penanganan pandemi COVID-19 ini dibentuk Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19) yang beranggotakan semua lembaga yang ada di lingkungan Kota Batu dan Satuan Tugas di setiap usaha pariwisata; (4) Komunikasi antar organisasi pelaksana sebagai stakeholder dilakukan melalui jaringan komunikasi media berbasis internet karena semua stakeholder memiliki gadget dan teknologi informasi lainnya, baik tergabung group maupun perorangan (individu). Di samping itu koordinasi lebih sering dilakukan dengan daring, dan hal ini mendukung protokol kesehatan (5M). Model komunikasi seperti itu mendukung lebih cepat tersampainya informasi (pesan) yang dibutuhkan dalam hubungannya dengan pencegahan dan penanggulangan pandemi COVID-19 di Kota Batu; dan (5) Sikap para pelaksana ditunjukkan oleh komitmen Tim Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (COVID-19) Kota Batu tergolong tinggi dan stabil dalam menjalankan tugasnya. Kondisi ini disebabkan alasan kemanusiaan di samping ingin cepat pulihnya kehidupan sosial ekonomi warga akibat terdampak pandemi COVID-19. Collaborative pentha helix dalam implementasi Peraturan Walikota Batu Nomor 56 Tahun 2020 tentang Pedoman Pencegahan dan Pengendalian Corona Virus Disease 19 dalam Status Transisi Darurat ke Pemulihan di Kota Batu, khususnya sektor pariwisata berlangsung baik dan saling menguatkan, dimana unsur-unsur kolaborasi yaitu adanya komitmen, kepercayaan, kepemimpinan, kekuasaan, dialog atau barbagi informasi, dan sumber daya di antara stakeholder yang terlibat, baik secara formal maupun non-formal. Dengan adanya kerjasama dan keterlibatan x peran masing-masing di antara stakeholder di Kota Batu ini maka Kota Batu bisa mengimplementasikan percepatan penanganan Corona Virus Disease 2019 (COVID-19) sehingga sektor pariwisata dan perekonomian Kota Batu bisa diharapkan menggeliat kembali.
English Abstract
The background of this research is the impact caused by the spread of COVID-19 cases in Indonesia, thus requiring the Central and Regional governments to take action. One of the actions taken by the government is to impose Large-Scale Social Restrictions (PSBB) throughout Indonesia, including the Greater Malang area which includes Malang City, Batu City and Malang Regency. The implementation of this PSBB has an impact on several sectors, one of the sectors that is significantly affected is the tourism sector. Batu City, which is known as a tourist city, could really feel the impact. However, with the implementation of PSBB, especially in the Greater Malang area, it has another impact, namely a decrease in the escalation of COVID-19, especially in Batu City. The decline in escalation required Batu City government to issue Mayor Regulation Number 56 of 2020 concerning Guidelines and Prevention of Corona Virus Disease 2019 in Transition Status from Emergency to Recovery with the aim of preventing the spread of Corona Virus Disease 2019 because even though the threat of disaster tends to decrease its escalation and/or has ended. However, there are still disturbances in the lives and livelihoods of the people in Batu City, especially in the tourism sector which is the core of writing this thesis. The writing of this Thesis entitled The Implementation of the Policy of Batu Mayor Regulation Number 56 of 2020 concerning Guidelines and Prevention of Corona Virus Disease 2019 in the Transition Status of Emergency to Recovery Based on Collaborative Pentha Helix (Study on the Tourism Sector of Batu City) is a study that examines how the policy of Mayor Regulation Number 56 year 2020 is implemented using a collaborative pentha helix, especially for business actors in the tourism sector. The formulation of the problem in this study are (1) How is the implementation of the policy of Batu City Mayor Number 56 of 2020 concerning Guidelines for Prevention and Control of Corona Virus Disease 19 in the Transitional Status of Emergency to Recovery, especially in the tourism sector? (2) How is the existence of the collaborative pentha helix in the implementation of the policy of Batu City Mayor Number 56 of 2020 regarding guidelines for the prevention and control of Corona Virus Disease 19 in the Transitional Status of Emergency to Recovery in Batu City in the tourism sector? The purpose of this study is to (1) describe xii and analyze the implementation of the policy implementation of Batu City Mayor Regulation Number 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 19 in the Transitional Status of Emergency to Recovery, especially in the tourism sector, and (2) describe and analyze the existence of collaborative pentha helix in implementing the policy of Batu Mayor Regulation Number 56 of 2020 concerning guidelines for the prevention and control of Corona Virus Disease 19 in the Transitional Status of Emergency to Recovery in the tourism sector. The method used in this research was a qualitative approach. By using a qualitative approach, the researcher can describe, find, study and analyze a phenomenon with a special character related to the "Policy Implementation of the Mayor of Batu Regulation Number 56 of 2020 based on Collaborative Pentha helix" which has the unique character of certain objects so that a phenomenon can be analyzed specifically. The data sources used in this research are interviews, observation and documentation. The findings in the field indicated that the implementation of Batu Mayor's Regulation No. 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 19 (COVID-19) in the Transitional Status of Emergency to Recovery, especially for the tourism sector in Batu City, is progressing well. This situation is supported by elements of policy implementation, namely (1) goals, standards and targets are clearly and concretely stated and supported by a good understanding stakeholders involved in the Task Force for the Acceleration of Handling Corona Virus Disease 2019 (COVID-19) Batu City; (2) resources, namely human resources, financial resources and time resources, especially for the tourism sector, providing mutual support according to the scope of their business in carrying out the process of their tourism business; (3) The characteristics of the implementing agencies involved in the implementation of Mayor Regulation Number 56 of 2020 come from government elements (starting from the Mayor to the Heads of RW and RW), TNI and Polri, entrepreneurs (private), the community, media and academics; and to support this policy for handling the COVID-19 pandemic, a Task Force for the Acceleration of Handling Corona Virus Disease 2019 (COVID-19) was formed, which consisted of all institutions in Batu City and a Task Force in every tourism business; (4) Communication between implementing organizations as stakeholders is carried out through internet-based media communication networks because all stakeholders have gadgets and other information technology, both in groups and individuals (individuals). In addition, coordination is more often done online, and this supports the health protocol (5M). Such a communication model supports the faster delivery of information (messages) needed in relation to the prevention and control of the COVID-19 pandemic in Batu City; and (5) The attitude of the implementers is shown by the commitment of the Task Force for the Acceleration of Handling Corona Virus Disease 2019 (COVID-19) in Batu City xiii which is high and stable in carrying out their duties. This condition is due to humanitarian reasons in addition to wanting to quickly recover the socio-economic life of residents due to the impact of the COVID-19 pandemic. Collaborative pentha helix in the implementation of Batu Mayor Regulation No. 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 19 in the Transitional Status of Emergency to Recovery in Batu City, especially the tourism sector is going well and mutually reinforcing, where the elements of collaboration are commitment, trust, leadership, power, dialogue or sharing of information, and resources among stakeholders involved, both formally and informally. With the cooperation and involvement of their respective roles among stakeholders in Batu City, Batu City can implement the acceleration of handling Corona Virus Disease 2019 (COVID-19) so that the tourism sector and Batu City's economy can be expected to revive.
