Abstract
Kemiskinan adalah permasalahan yang kompleks dan dialami oleh banyak negara. Pemerintah Indonesia berupaya untuk memberantas kemiskinan salah satunya melalui program bernama Elektronik Warung Gotong Royong Kelompok Usaha Bersama Program Keluarga Harapan (e-Warong KUBE PKH). Kota Malang merupakan pilot project pelaksanaan program ini di Indonesia namun tingkat kemiskinan di Kota Malang cenderung fluktuatif dan masih ditemui beberapa permasalahan terkait. Tujuan dari penelitian ini yaitu mendeskripsikan dan menganalisis implementasi program e-Warong KUBE PKH sebagai upaya pemberantasan kemiskinan (Studi Pada Dinas Sosial P3AP2KB Kota Malang). Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Hasil penelitian menunjukkan bahwa implementasi program e-Warong KUBE PKH studi pada Dinas Sosial P3AP2KB Kota Malang belum optimal karena terdapat ketidaksesuaian pada salah satu aspek pelaksanaan program oleh David C. Korten yaitu pada aspek organisasi. Pada aspek organisasi dukungan dari Dinas Sosial P3AP2KB Kota Malang terhadap program tidak begitu signifikan seperti tidak dilaksanakan kegiatan seperti pelatihan untuk peningkatan kapasitas dan kemampuan pelaksana dibawahnya, tidak dianggarkannya dana pendukung terhadap pelaksanaan program, respon terhadap suatu hal seperti e-Warong KUBE Mandiri yang kurang baik, dan belum memberikan peran nyata bagi unit-unit atau sumberdaya manusia pelaksana dibawahnya. Tapi disamping itu aspek program dan aspek pemanfaat terdapat kesesuaian dengan regulasi yang ada yaitu Permensos Nomor 1 Tahun 2018 tentang Bantuan Pengembangan Sarana Usaha melalui e- Warong KUBE PKH. Implementasi program memberikan dampak cukup positif terhadap pemberantasan kemiskinan di Kota Malang karena terdapat penurunan jumlah penerima bantuan PKH melalui proses graduasi.
English Abstract
Poverty is a complex problem experienced by many countries. The Indonesian government seeks to eradicate poverty, one of which is through a program called Elektronik Warung Gotong Royong Kelompok Usaha Bersama Program Keluarga Harapan (e-Warong KUBE PKH). Malang City is a pilot project for the implementation of this program in Indonesia, but the poverty rate in Malang City tends to fluctuate and there are still several related problems. The purpose of this study is to describe and analyze the implementation of the e-Warong KUBE PKH program as an effort to eradicate poverty (Study at the Dinas Sosial P3AP2KB Malang City). This research uses a qualitative approach with a descriptive type. The results showed that the implementation of the e-Warong KUBE PKH program study at the Dinas Sosial P3AP2KB Malang City was not optimal because there was a discrepancy in one aspect of the program implementation by David C. Korten, especially in the organizational aspect. In the organizational aspect, the support from the Dinas Sosial P3AP2KB Malang City for the program is not so significant, such as not carrying out the activities like training for capacity building and ability of implementers under it, the non-budgeting of supporting funds for the implementation of the program, the response to something such as e-Warong KUBE Mandiri which is not really good, and has not provided a real role for the units or human resources implementing under it. But besides that, the program aspects and utilization aspects are in accordance with existing regulations, namely Permensos Number 1 of 2018 about Business Facilities Development Assistance through e-Warong KUBE PKH.
