Abstract

Program Brexit (Braille E-ticket and Extraordinary Access for Visual Disabilities) dilaksanakan sebagai upaya untuk memberikan pelayanan kesehatan yang setara dan aksesibel bagi disabilitas netra. Peran stakeholders diperlukan agar mekanisme pelaksanaan program Brexit dapat berjalan sesuai dengan tujuan dan sasarannya. Penelitian menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian terbagi menjadi dua: 1) analisis peran stakeholders pada program Brexit menggunakan lima kategori peran antara lain policy creator, koordinator, fasilitator, implementer, dan akselerator; dan 2) faktor pendukung dan faktor penghambat dalam pelaksanaan program Brexit. Sumber data adalah sumber data primer dan sekunder. Teknik pengumpulan data dengan cara wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan dalam pelaksanaan program Brexit terdapat stakeholder yang berperan sebagai (1) policy creator yaitu Puskesmas Janti dan Dinas Kesehatan Kota Malang, kedua stakeholder tersebut berperan dalam merumuskan regulasi mengenai pelaksanaan program Brexit; (2) koordinator yaitu Puskesmas Janti Kota Malang mengkoordinasikan seluruh stakeholder dan Pemerintah Kota Malang berkoordinasi dengan pihak luar yang setara; (3) fasilitator yaitu Puskesmas Janti berperan untuk menyediakan layanan dan fasilitas, Dinas Kesehatan Kota Malang memberikan printer braille, PERTUNI memenuhi kebutuhan informasi mengenai disabilitas netra, PLD UB memberikan pengetahuan terkait dengan layanan etiket braille dan menjadi narasumber pelatihan disabilities awarness, Urbanist Indonesia berperan dalam memberikan sumbangan berupa perbaikan papan braille; (4) implementer yaitu Puskesmas Janti Kota Malang memberikan layanan berupa etiket obat braille, on the spot disabilities health services, penyuluhan kesehatan, telemedicine “Puskesmas Janti Care”, dan disabilitas netra berperan sebagai pengguna program Brexit; (5) akselerator yaitu Pemerintah Kota Malang memberikan pembinaan dan pengembangan dan Rehabilitasi Sosial Bina Netra memberikan saran dan masukan dan memberikan orientasi kepada disabilitas netra. Faktor pendukung yaitu adanya kesamaan tujuan antar stakeholder, komunikasi, antusias disabilitas netra dan faktor penghambat yaitu belum optimalnya sosialisasi program Brexit dan keterbatasan sumber daya manusia. Sebaiknya, sosialisasi dapat lebih dioptimalkan dan menambah sumber daya manusia dan pelatihan secara berkala.

English Abstract

The Brexit (Braille E-ticket and Extraordinary Access for Visual Disabilities) program was implemented to provide equal and accessible health services for blind persons with disabilities. The role of stakeholders is needed so that the Brexit program implementation mechanism can run according to its goals and objectives. This research uses a descriptive research type with a qualitative approach. The focus of the research is divided into two: 1) analysis of the role of stakeholders in the Brexit program using five categories of roles, including policy creator, coordinator, facilitator, implementer and accelerator; and 2) supporting factors and inhibiting factors in the implementation of the Brexit program. Data sources are primary and secondary data sources. Data collection techniques by means of interviews, observation, and documentation. The results showed that in the implementation of the Brexit program, there were stakeholders who acted as (1) policy creators, namely the Janti Health Center and the Malang City Health Office, both of these stakeholders played a role in formulating regulations regarding the implementation of the Brexit program; (2) the coordinator, namely the Janti Public Health Center in Malang City, coordinates all stakeholders and the City Government of Malang coordinates with external parties who are equal; (3) the facilitator, namely the Janti Health Center plays a role in providing services and facilities, the Malang City Health Office provides a braille printer, PERTUNI fulfills the need for information about visual disabilities, the PLD UB provides knowledge related to services braille etiquette and being a resource person for disabilities awareness training, Urbanist Indonesia has a role in providing donations in the form of repairing braille boards; (4) the implementer, namely the Janti Health Center in Malang City, provides services in the form of braille drug labels, on the spot disability health services, health education, telemedicine "Janti Care Health Center", and blind persons play a role as users of the Brexit program; (5) the accelerator, namely the Municipal Government of Malang provides guidance and development and the Bina Netra Social Rehabilitation provides advice and input and provides orientation to blind persons with disabilities. The supporting factors are the similarity of goals between stakeholders, communication, enthusiasm for the blind and the inhibiting factor wasn‟t optimal socialization of the Brexit program, and limited human resources. Should be able to socialization can be more optimized, and increase human resources, and provide regular training.
