Abstract

Perum BULOG adalah salah satu BUMN yang bergerak dalam logistik pangan. Salah satu tugas Perum BULOG adalah pelayanan publik diantaranya penyaluran Rastra. Program Rastra tersebut merupakan keberlanjutan dari program Raskin yang telah berlangsung sejak tahun 2003. Perubahan nama Raskin (Beras untuk Keluarga Miskin) mejadi Rastra (Beras Sejahtera) terjadi pada 2015. Pada tahun 2016 dalam rangka meningkatkan efektifitas dan ketepatan sasaran penyaluran bantuan sosial Presiden Joko Widodo dalam Rapat Kabinet Terbatas memberikan arahan agar bantuan sosial dan subsidi disalurkan secara non tunai yang menjadi awal terbentuknya Peraturan Presiden 63 Tahun 2017 tentang penyaluran bantuan sosial secara non tunai (Perpres No 17, 2017). Tujuan penelitian adalah: (1) Mengidentifikasi kinerja pelayanan publik pada Perum BULOG Kancab Malang pada sebelum dan setelah transformasi Rastra ke BPNT; (2) Mengidentifikasi dan menganalisis faktor-faktor kendala terhadap kinerja pelayanan publik setelah transformasi Rastra ke BPNT yang dihadapi Perum BULOG Kancab Malang; (3) Menganalisis dampak pelaksanaan perluasan program BPNT terhadap kegiatan operasional pelayanan publik pada Perum BULOG Kancab Malang setelah transformasi Rastra ke BPNT; (4) Menganalisis strategi Perum BULOG Kancab Malang dalam menghadapi kendala setelah transformasi Rastra ke BPNT. Penelitian ini menggunakan pendekatan kualitatif. Penentuan lokasi penelitian dilakukan secara purposive. Metode penentuan informan adalah purposive sampling. Metode pengumpulan data dilakukan dengan wawancara semi terstruktur, observasi, dan dokumentasi. Metode analisis data yang digunakan adalah Model Analisis Data Interaksi Matthew B. Miles, A. Micheal Huberman dan Johnny Saldana (2014) dan analisis SWOT. Uji keabsahan data menggunakan triangulasi sumber dan teknik. Hasil penelitian menunjukkan kinerja pelayanan publik Perum BULOG terdiri dari tiga segmen yang meliputi pengadaan, penyaluran, ketahanan stok mengalami penurunan. Bantuan sosial Beras Sejahtera (Rastra) adalah saluran penyaluran yang paling besar dari segmen penyaluran. Transformasi bantuan sosial Rastra ke Bantuan Pangan Non Tunai (BPNT) pada tahun 2017 memberikan banyak pengaruh terhadap kinerja pelayanan publik Perum BULOG. Berdasarkan rata-rata diketahui terjadi penurunan sejak terjadi transformasi yang diantaranya segmen pengadaan (-75%), segmen penyaluran (-86%), ketahanan stok (-33%). Sementara dalam aspek kualitas beras CBP sebelum dan sesudah adalah beras medium. Ketepatan waktu dalam distribusi Rastra, Perum BULOG maksimal adalah 30 hari sejak DO diterbitkan. Faktor kendala meliputi: berkurangnya saluran penyaluran beras, peningkatan biaya operasional perawatan beras, dan kurangnya kuasa dalam pengelolaan CBP oleh Perum BULOG. Berkurangnya saluran beras berubah bentuk menjadi non tunai menyebabkan Perum BULOG khususnya gudang kesulitan v dalam menjalankan pelayanan publik yaitu penyaluran yang berujung pada peningkatan biaya. Peningkatan biaya serta kurangnya kuasa CBP yg sepenuhnya dalam kuasa pemerintah mempengaruhi kinerja pelayanan publik Perum BULOG. Dampak yang dialami adalah menurunnya laju siklus perputaran beras di Perum BULOG yang terdiri dari penyaluran, pengadaan, dan ketahanan stok. Penurunan penyaluran rata-rata -86% menyebabkan berkurangnya pengadaan beras sebesar -75%. Beras yang digunakan dalam pelayanan publik adalah CBP (kualitas medium). Penurunan penyaluran akan berefek pada kurangnya peran Perum BULOG dalam menjaga stabilisasi harga ditingkat petani saat terjadi panen raya. Ketahanan stok juga turut menerima dampaknya dimana rata-rata jumlah mengalami penurunan -33%. Selanjutnya beras yang tidak kunjung tersalur rawan akan penurunan kualitas, beras tersebut juga akan terus mengeluarkan biaya untuk perawatan kualitas. Strategi yang sekarang diterapkan oleh Perum BULOG adalah mengandalkan penyaluran KPSH dalam penyaluran CBP serta meningkatkan kegiatan komersial dalam menambah pendapatan perusahaan. Berdasarkan Analisis SWOT diketahui posisi di kuadran I menjelaskan bahwa Perum BULOG memiliki peluang dan memiliki kekuatan sehingga dapat memanfaatkan peluang yang ada. Kondisi tersebut mendukung kebijakan progresif atau pertumbuhan yang agresif (growthoriented strategy). Sehingga Perum BULOG dapat memperluas pangsa pasar terutama dalam kegiatan komersial bahan pangan. Saran terhadap pemerintah adalah memerikan regulasi mengenai CBP yang mengalami kerusakan. Serta saran terhadap penelitian selanjutnya adalah untuk mengkaji kinerja pelayanan publik Perum BULOG akan adanya Peraturan Presiden Nomor 125 Tahun 2022 yang berlaku tahun 2023 terhadap Perum BULOG.

English Abstract

Perum BULOG is one of the BUMN engaged in food logistics. One of the tasks of Perum BULOG is public services including the distribution of Rastra. The Rastra program is a continuation of the Raskin program which has been going on since 2003. The change in the name Raskin (Beras for Poor Families) to Rastra (Beras Sejahtera) took place in 2015. In 2016 in order to improve the effectiveness and accuracy of the distribution of social assistance to President Joko Widodo the Limited Cabinet Meeting gave directions so that social assistance and subsidies were distributed in a non-cash manner which was the beginning of the formation of Presidential Regulation 63 of 2017 concerning the distribution of social assistance in a non-cash manner (Perpres No 17, 2017). The aims of the study were: (1) to identify the performance of public services at Perum BULOG Malang Branch before and after the transformation of Rastra to BPNT; (2) to identify and analyze the factors constraining the performance of public services after the transformation of Rastra to BPNT faced by Perum BULOG Malang branch office; (3) Analyzing the impact of implementing the BPNT program expansion on public service operations at Perum BULOG Malang Branch after the transformation of Rastra to BPNT; (4) Analyzing the strategy of Perum BULOG Malang Branch Office in facing obstacles after the transformation of Rastra to BPNT. The research approach uses qualitative methods. The determination of the research location was carried out purposively. The method of determining informants is purposive sampling. Semi-structured interviews, observation, and documentation do methods of data collection. The data analysis method used is the Matthew B. Miles, A. Micheal Huberman, and Johnny Saldana (2014) Interaction Data Analysis Model and SWOT analysis. Test the validity of the data using triangulation of sources and techniques. The results showed that the public service performance of Perum BULOG consisted of three segments which included procurement, distribution, and stock resilience, which had decreased. Beras Sejahtera (Rastra) social assistance is the largest distribution channel in the distribution segment. The transformation of Rastra's social assistance to Non-Cash Food Assistance (BPNT) in 2017 had a lot of influence on the public service performance of Perum BULOG. Based on the average, it is known that there has been a decline since the transformation occurred, including the procurement segment (-75%), distribution segment (-86%), and stock resilience (-33%). Meanwhile, in terms of quality, CBP rice before and after was medium rice. Timeliness in the distribution of Rastra, Perum BULOG is a maximum of 30 days after the DO is issued. Obstacle factors include: reduced rice distribution channels, increased rice maintenance operational costs, and lack of authority in managing CBP by Perum BULOG. The reduction in rice channels changing into non-cash forms causes Perum BULOG, especially warehouses, to have difficulties in carrying out public services, namely distribution which leads to increased costs. The increase in costs vii and the lack of CBP's power which is fully under the control of the government affects the performance of public services for Perum BULOG. The impact experienced was a decrease in the rate of rotation of the rice cycle at Perum BULOG which consisted of distribution, procurement, and stock retention. A decrease in average distribution of -86% led to a reduction in rice procurement by -75%. The rice used in public services is CBP (medium quality). The reduction in distribution will have an effect on the lack of role of Perum BULOG in maintaining price stabilization at the farm level during the main harvest. Stock resilience also received an impact where the average number decreased by - 33%. Furthermore, rice that has not been distributed is prone to quality decline, the rice will also continue to incur costs for quality maintenance. The strategy currently implemented by Perum BULOG is to rely on the distribution of KPSH in CBP distribution and increase commercial activities in order to increase the company's income. Based on the SWOT analysis, it is known that the position in quadrant I explain that Perum BULOG has opportunities and strengths so that it can take advantage of existing opportunities. These conditions support progressive policies or aggressive growth (growth-oriented strategy). So that Perum BULOG can expand its market share, especially in the commercial activities of food ingredients. Suggestions for the government are to describe regulations regarding damaged CBP. As well as suggestions for further research is to examine the public service performance of Perum BULOG regarding Presidential Regulation Number 125 of 2022 which applies in 2023 to Perum BULOG
