Abstract

ERPAS (Elektronik Retribusi Pasar) merupakan sebuah inovasi program pelayanan retribusi pasar di UPT Pasar Umum Boyolali di bawah tanggung jawab Dinas Perdagangan dan Perindustrian Kabupaten Boyolali. Pelayanan ERPAS melakukan perubahan penarikan retribusi pasar dari semula manual menggunakan karcis menjadi otomatis menggunakan kartu yang diterapkan untuk meningkatkan penerimaan retribusi pasar dan menertibkan SDM di lingkungan pasar. Rumusan masalah terbagi menjadi dua: 1) Efektivitas ERPAS dalam meningkatkan penerimaan retribusi pasar. 2) Penyebab turunnya penerimaan retribusi pasar. Penelitian menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data adalah sumber data primer dan sekunder. Teknik pengumpulan data dengan cara wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan program pelayanan ERPAS di UPT Pasar Umum Boyolali belum berjalan efektif, hal ini dapat dilihat dari beberapa alasan, yakni: 1) Ketepatan sasaran program tidak ditentukan dengan pengukuran yang jelas. 2) Sosialisasi program dilakukan face to face yang mengakibatkan tidak tersampaikannya informasi secara menyeluruh. 3) Pencapaian tujuan program tidak terdapat kesesuaian antara tujuan yakni meningkatkan penerimaan retribusi pasar dengan hasil setelah penerapannya. Namun dalam tujuan untuk menertibkan SDM di lingkungan pasar cukup efektif. 4) Pemantauan program cukup efektif melalui aplikasi si DEVI. Selain itu pemantauan program melalui Whatsapp untuk berkoordinasi juga cukup efektif. Hasil penelitian menunjukkan turunnya penerimaan retribusi pasar di UPT Pasar Umum Boyolali disebabkan oleh: 1) Penerapan ERPAS belum merata di UPT Pasar Umum Boyolali. 2) Penerapan ERPAS belum merata disetiap jenis tempat sewa dagang. 3) Kurangnya partisipasi pedagang pasar dalam mendukung ERPAS. 4) Pedagang pasar tidak tertib terkait perjanjian sewa. Keempat indikator efektivitas menurut pandangan Budiani (2007), hanya faktor Pemantauan Program yang sudah efektif. Sedangkan faktor Ketepatan Sasaran Program, Sosialisasi Program, dan Pencapaian Tujuan Program belum efektif. Berdasarkan hasil penelitian serta pembahasan yang telah dipaparkan, terdapat beberapa saran, yakni: (1) Melakukan analisis kesiapan pedagang dengan metode TRA (Theory of Reasoned Action). (2) Pembukaan loket untuk topup saldo disetiap pasar. (3) Penerapan SHP (Surat Hak Penempatan).

English Abstract

ERPAS (Elektronik Retribusi Pasar) is the administrative service program innovation implemented in Boyolali General Market Technical Implementation Unit under the responsibility of the Department of Trade and Industry of Boyolali Regency. ERPAS service changes market retribution withdrawal from manually using ticket to automatically using card applied to increase market retribution income and to discipline human resource in market environment. The problem formulation of the research divided by two: 1) ERPAS effectivity to increase market retribution income. 2) The causes of degradation of market retribution income. Descriptive research is used in this research with qualitative approach. The data sources are primary data and secondary data. Data collecting techniques used are interview, observation, and documentation. The result of the research shows that ERPAS service program in Boyolali General Market Technical Implementation Unit has not run yet effectively. It can be seen by some reasons, that are: 1) The program target accuracy has not been determined yet with clearly measurement. 2) Program socialization has done by face to face which caused the information about ERPAS can’t be delivered completely. 3) There is no suitable between program goal achievement and the goal, that is the increasing income of market retribution with the result after the application, however the goal to discipline human resource in market environment has been effective enough. 4) Supervision program runs effective enough using si DEVI application, also program monitoring via whatsapp to coordinate has been effective enough. The result of the research shown the decline of market retribution income in Boyolali General Market Technical Implementation Unit: 1) the application of ERPAS has not been spread yet in Boyolali General Market Technical Implementation Unit, 2) the application of ERPAS has not been spread yet in every kind of space trade, 3) the lack of market seller participation, 4) market seller have not discipline yet about rental agreement. According to Budiani (2007), the four indicators of effectiveness are only the Program Monitoring factor which has been effective. While the factors of Program Target Accuracy, Program Socialization, and Achievement of Program Objectives have not been effective. Based on the results of the research and discussion that has been presented, there are several suggestions: (1) Conducting a trader readiness analysis using the TRA method. (2) Opening counters for top-up balances in each market. (3) Application of SHP (Surat Hak Penempatan).
