Abstract

Pelaksanaan inovasi PTSP Goes to Mall mengusung tujuan pendekatan kepada masyarakat agar pelayanan berkonsep satu pintu dapat dimanfaatkan dengan baik bagi masyarakat wilayah tersebut. PTSP Goes to Mall Pusat Grosir Cililitan (PGC) merupakan terobosan kerjasama antara DPMPTSP dan pengelola mall untuk menyediakan layanan perizinan maupun non perizinan mulai dari DPMPTSP, DUKCAPIL, SAMSAT, Badan Pertanahan Negara (BPN), Kepengurusan SKCK, dan Jakpreneur. Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kualitatif. Penelitian dilakukan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) DKI Jakarta. Pengumpulan data menggunakan tiga metode yaitu wawancara, observasi, serta dokumenter/dokumentasi. Penelitian ini berfokus pada mekanisme dan prosedur pelaksanaan inovasi, karakteristik inovasi menurut Rogers dengan indikator keunggulan (relative advantage), kesesuaian (compatibility), kerumitan (complexity), kemampuan untuk dapat diuji (triability), kemampuan untuk dapat diamati (observability) serta respon masyarakat terhadap layanan one stop service Goes to Mall PGC Cililitan. Analisis data menggunakan model interaktif Miles, Huberman dan Saldana (2014). Hasil yang didapatkan dalam penelitian ini menunjukkan bahwa inovasi One Stop Service Goes to Mall di PGC Terpadu Pelayanan Publik Cililitan memiliki sistem mekanisme dan prosedur pelayanan yang sesuai dengan petunjuk pelaksanaan PTSP yaitu Pergub DKI Jakarta Nomor 47 Tahun 2017, inovasi ini juga telah memenuhi karakteristik adopsi inovasi menurut Rogers, serta masyarakat yang merespon pelayanan ini dengan positif yaitu menerima baik dan menggunakan pelayanan sesuai kebutuhan masing-masing.

English Abstract

The implementation of the PTSP Goes to Mall innovation carries the aim of approaching the community so that the one-stop service concept can be put to good use by the people of the region. PTSP Goes to Mall Pusat Grosir Cililitan (PGC) is a breakthrough collaboration between DPMPTSP and mall managers to provide licensing and non-licensing services starting from DPMPTSP, DUKCAPIL, SAMSAT, State Land Agency (BPN), SKCK Management, and Jakpreneur. This research is a type of descriptive research with a qualitative approach. The research was conducted at the DKI Jakarta Capital Investment and One-Stop Services Agency (DPMPTSP). Data collection uses three methods, namely interviews, observation, and documentary/documentation. This research focuses on mechanisms and procedures for implementing innovation, the characteristics of innovation according to Rogers with indicators of relative advantage, compatibility, complexity, triability, observability and community response. for one stop service Goes to Mall PGC Cililitan. Data analysis used the interactive model Miles, Huberman and Saldana (2014). The results obtained in this study indicate that the one stop service innovation at PTSP Goes to Mall at the Integrated PGC Cililitan Public Service has a system of service mechanisms and procedures that are in accordance with the PTSP implementation guidelines, namely Pergub DKI Jakarta Number 47 of 2017, this innovation has also fulfilled the characteristics of adopting innovation according to Rogers, as well as people who respond positively to this service, namely receiving good and using services according to their individual needs.
