Abstract

Melindungi dan mencegah masyarakat miskin yang rentan terdampak pandemi Covid-19 agar tidak jatuh miskin merupakan tantangan besar bagi pemerintah pusat maupun daerah, untuk itu Walikota Kediri melakukan perlindungan sosial melalui Santunan Hadapi Bencana Tunai (SAHABAT). Program SAHABAT adalah kegiatan yang dirancang untuk melindungi dan mencegah masyarakat miskin yang rentan terdampak pandemi Covid-19 agar tidak jatuh miskin. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data yang digunakan yaitu sumber data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Model analisis yang digunakan adalah model analisis Miles dan Huberman dengan cara pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini memfokuskan pada strategi pemerintah daerah dalam meningkatkan kesejahteraan masyarakat pada masa pandemi Covid-19 di Kota Kediri yang terdapat empat tipe yaitu Strategi Organisasi, Program, Pendukung Sumber Daya dan Kelembagaan. Hasil penelitian ini menunjukan bahwa strategi pemerintah dalam melindungi dan mencegah masyarakat miskin yang rentan terdampak pandemi Covid-19 agar tidak jatuh miskin adalah dengan berpedoman pada peraturan Walikota No 10 Tahun 2021 tentang jaring pengaman sosial. Faktor pendukung pelaksanaan SAHABAT di Kota Kediri yaitu program SAHABAT ini akan tetap berjalan hingga pandemi Covid-19 berakhir dan teknologi website cek bansos kota Kediri. Faktor penghambat SAHABAT adalah pembatasan penerimaan SAHABAT, sumber daya yang kurang dan bantuan yang diberikan tidak merata. Berdasarkan pengamatan di lapangan strategi yang ditetapkan oleh pemerintah Kota Kediri yakni dinas sosial dalam melindungi dan mencegah masyarakat miskin yang rentan terdampak pandemi Covid-19 agar tidak jatuh miskin yang dilakukan melalui program SAHABAT dapat dikatakan sudah cukup berhasil karena sesuai dengan tujuan program tersebut. Namun perlu adanya pelatihan bagi pegawai dinas sosial untuk meningkatkan kemampuan, perbaikan sarana prasaranan, dan perlu tepat waktu dalam melakukan perbaruan dan pengimplutan data agar program SAHABAT dapat berjalan sesuai dengan rencana.

English Abstract

Protecting and preventing the poor who are vulnerable to being affected by the Covid-19 pandemic from falling into poverty is a big challenge for the central and regional governments, for that the Mayor of Kediri carries out social protection through Cash Compensation for Facing Disasters (SAHABAT). The SAHABAT program is an activity designed to protect and prevent the poor who are vulnerable from being affected by the Covid-19 pandemic from falling into poverty. This study uses a qualitative approach with a descriptive type of research. Sources of data used are primary data sources and secondary data. Data collection techniques were carried out by observation, interviews, and documentation. The analytical model used is the Miles and Huberman analysis model by means of data collection, data reduction, data presentation, and drawing conclusions. This study focuses on local government strategies in improving community welfare during the Covid-19 pandemic in Kediri City which there are four types, namely Organizational Strategy, Programs, Supporting Resources and Institutions. The results of this study indicate that the government's strategy in protecting and preventing the vulnerable poor from being affected by the Covid-19 pandemic from falling into poverty is to be guided by the Mayor's Regulation No. 10 of 2021 concerning social safety nets. The supporting factor for the implementation of SAHABAT in the City of Kediri is that the SAHABAT program will continue to run until the Covid-19 pandemic ends and the technology for the social assistance website checks the city of Kediri. The inhibiting factors for SAHABAT are the restrictions on the acceptance of FRIENDS, the lack of resources and the uneven distribution of assistance. Based on field observations, the strategy set by the Kediri City government, namely the social service in protecting and preventing the poor who are vulnerable from being affected by the Covid-19 pandemic from falling into poverty, carried out through the SAHABAT program can be said to have been quite successful because it is in accordance with the program's objectives. However, there is a need for training for social service employees to improve capabilities, improve infrastructure, and need to be timely in updating and inputting data so that the SAHABAT program can run according to plan.
