Abstract

Berdasarkan data rumah tidak layak huni nasional yang bersumber dari website e-rtlh dapat diketahui bahwa setiap tahun terjadi peningkatan jumlah rumah tidak layak huni di kabupaten kediri. Untuk saat ini usaha Pemerintah Daerah Kabupaten Kediri dalam menekan angka jumlah rumah tidak layak huni adalah dengan menerapkan program bedah rumah. Dapat diketahui pula penerapan program bedah rumah di Kabupaten Kediri kurang efektif dalam mengentaskan permasalahan rumah tidak layak huni di Kabupaten Kediri. Oleh karena itu, diperlukan kebijakan yang baik untuk mengatasi hal tersebut. Tujuan dari penelitian ini adalah mengetahui sejauh mana tingkat keberhasilan program bedah rumah yang ada di Desa Wates, mengetahui kendala-kendala dalam implementasi program bedah rumah dan mengetahui peran stakheolders kebijakan dalam program bedah rumah. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Fokus penelitian dalam penelitian ini adalah yang pertama terkait proses agenda setting dari program bedah rumah yang ada di kabupaten kediri dengan menggunakan tahapan agenda setting yang dikemukakan oleh Anderson, kedua yaitu terkait stakeholders yang terlibat dalam proses agenda setting program bedah rumah, dan yang terakhir adalah kendala dan tantangan dalam proses agenda setting program bedah rumah. Hasil penelitian ini memberikan fakta bahwa agenda setting program bedah rumah di Kabupaten Kediri perlu adanya pembahasan ulang, karena kebijakan terkait program bedah rumah belum diselaraskan antara program pemerintah daerah dengan program yang ada di pemerintah desa. Stakeholders yang terlibat dapat dibagi menjadi dua yaitu official actors yakni Dinas Perumahan dan Kawasan Permukiman, DPRD Kabupaten Kediri, Dinas Pemberdayaan Masyarakat dan Pemerintah Desa, Bappeda, dan kepala desa, dan unofficial actors yaitu masyarakat penerima dan media massa. Kendala dalam proses agenda setting adalah terkait pandemic covid-19 dan terkait anggaran sedangkan tantangan dalam proses agenda setting adalah terkait pengelolaan anggaran yang terbatas sehingga sumber daya manusia dalam pelaksanaan program bedah rumah harus lebih ahli dalam perencanaan kerangka bedah rumah.

English Abstract

Based on national uninhabitable housing data sourced from the e-RTLh website, it can be seen that every year there is an increase in the number of uninhabitable houses in Kediri Regency. For now, the Kediri Regency Government's effort to reduce the number of uninhabitable houses is to implement a house renovation program. It can also be seen that the implementation of the house renovation program in Kediri Regency is less effective in alleviating the problem of uninhabitable houses in Kediri Regency. Therefore, a good policy is needed to overcome this. The purpose of this study was to determine the extent of the success of the home renovation program in Wates Village, to find out the obstacles in implementing the home renovation program and to know the role of policy stakeholders in the home renovation program. The research method used in this research is descriptive with a qualitative approach. The focus of the research in this study is the first related to the agenda setting process of the home renovation program in Kediri district using the agenda setting stages proposed by Anderson, the second is related to the stakeholders involved in the agenda setting process for the home renovation program, and the last is the obstacle. and challenges in the agenda setting process for the home renovation program. The results of this study provide the fact that the agenda setting of the home renovation program in Kediri Regency needs to be re-discussed, because policies related to the home renovation program have not been harmonized between local government programs and existing programs in the village government. The stakeholders involved can be divided into two, namely the official actors, namely the Housing and Settlement Areas Office, the Kediri Regency DPRD, the Community Empowerment Service and Village Government, Bappeda, and village heads, and unofficial actors, namely the receiving community and the mass media. The obstacle in the agenda setting process is related to the COVID-19 pandemic and related to the budget, while the challenge in the agenda setting process is related to limited budget management so that human resources in the implementation of the home renovation program must be more skilled in planning the home renovation framework.
