Perencanaan Tempat Evakuasi Sementara (Tes) Dan Jalur Evakuasi Bencana Banjir Sungai Kedunglarangan Kecamatan Bangil, Kabupaten Pasuruan

Abstract

Kecamatan Bangil yang dilalui Sungai Kedunglarangan bagian hilir telah ditetapkan sebagai kawasan rawan banjir di Kabupaten Pasuruan. Banjir Sungai Kedunglarangan disebabkan adanya curah hujan yang tinggi dan kurangya daerah resapan air. Dampak banjir Sungai Kedunglarangan yakni tergenangnya rumah penduduk, korban jiwa, rusaknya lahan tambak masyarakat dan tanggul jebol. Adanya dampak tersebut melatarbelakangi perlu adanya perencanaan tempat evakuasi sementata (TES) dan jalur evakuasi sebagai upaya pengurangan risiko bencana. Kondisi Covid-19/coronavirus masih dan akan selalu mengintai lingkungan sekitar, mengubah pendekatan perencanaan TES dan jalur evakuasi banjir Sungai Kedunglarangan agar dapat adaptif terhadap kondisi pandemi Covid-19. Metode penelitian menggunakan pendekatan kuantitatif dengan teknik analisis risiko bencana, analisis daya tampung, network analyst, overlay dan travel time analyst. Hasil analisis menunjukkan kawasan risiko bencana banjir Sungai Kedunglarangan seluas 1.449,21, didominasi pada tingkat sedang seluas 684,61 Ha. Kelurahan Kalianyar memiliki total luas wilayah berisiko banjir Sungai kedunglarangan terbesar seluas 967,58 Ha. Perencanaan TES menghasilkan 25 rencana TES banjir Sungai Kedunglarangan dengan jenis guna lahan bersifat publik, tingkat ancaman banjir rendah-tidak terdampak, daya tampung memenuhi dan dapat menjangkau seluruh permukiman terdampak banjir. Perencanaan jalur evakuasi menghasilkan 28 rencana jalur evakuasi yang aman dari perlintasan sungai/jembatan dan memiliki waktu tempuh tercepat.

English Abstract

Bangil, which is passed by the downstream Kedunglarangan River, has been designated as a flood-prone area in Pasuruan Regency. The flooding of the Kedunglarangan River is caused by high rainfall and lack of water catchment areas. The impact of the Kedunglarangan River flood was the inundation of residents' houses, loss of life, damage to community ponds and broken embankments. The existence of these impacts is the background for the need for planning for temporary evacuation sites (TES) and evacuation routes as an effort to reduce disaster risk. The Covid-19/coronavirus condition, which is still and will always be lurking around the environment, has changed the TES planning approach and the Kedunglarangan River flood evacuation route so that it can be adaptive to the Covid-19 pandemic conditions. The research method uses a quantitative approach with disaster risk analysis techniques, capacity analysis, network analyst, overlay and travel time analyst. The results of the analysis show that the flood risk area of the Kedunglarangan River is 1,449.21, dominated at a medium level of 684.61 hectares. Kalianyar Village has a total area of the largest flood risk area of the Kedunglarangan River covering an area of 967.58 hectares. The TES planning resulted in 25 TES plans for the Kedunglarangan River flood with public land use types, low flood threat levels - not affected, adequate capacity and able to reach all flood- affected settlements. Evacuation route planning resulted in 28 safe evacuation route plans from river/bridge crossings and had the fastest travel time.
