Abstract
Tata Kelola Informasi (TKI) merupakan suatu konsep, program, maupun sebuah kerangka kerja dalam organisasi yang bertujuan untuk mengatur dan mengelola informasi. Dispendukcapil Kabupaten Blitar memiliki tujuan untuk memberikan pelayanan administrasi kependudukan/adminduk (pendaftaran penduduk dan catatan sipil). Arsip catatan sipil merupakan salah satu sumber informasi yang diciptakan Dispendukcapil dari hasil pelayanan catatan sipil. Keberhasilan pengelolaan arsip dipengaruhi oleh TKI yang mencakup manajemen arsip, peran dan tanggungjawab pemangku kepentingan, hukum dan kepatuhan, manajemen risiko, dll. Tujuan dari penelitian ini adalah untuk (1) menganalisis dan mendeskripsikan pengelolaan arsip dinamis catatan sipil di Dispendukcapil Kabupaten Blitar dalam perspektif TKI, (2) kendala apa saja yang menyebabkan kegiatan pengelolaan arsip kurang maksimal, (3) serta upaya apa saja yang dapat dilakukan untuk memperbaiki/mengurangi kendala tersebut. Penelitian ini merupakan penelitian deksriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah: (1) gambaran umum pengelolaan arsip catatan sipil (2) kendala dalam pengelolaan arsip catatan sipil, serta (3) upaya untuk memperbaiki kendala yang ada. Metode analisis yang digunakan dalam penelitian ini adalah analisis data berdasarkan Miles dan Huberman yang terdiri dari tiga alur yaitu reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa arsip catatan sipil adalah arsip dinamis yang masih akan digunakan di kemudian hari. Kemudian TKI masih belum sepenuhnya diterapkan dalam kegiatan pengelolaan arsip catatan sipil. Pengelolaan arsip catatan sipil masih kurang baik dilihat dari klasifikasi masih sederhana, ada arsip yang terselip sehingga sulit ditemukan, banyak ditemui arsip yang kotor, rusak bentuk fisiknya, termakan rayap, sarana dan prasarana kurang memadai, belum dilakukan penyusutan arsip, keamanan arsip kurang diperhatikan mengingat arsip dijilid oleh pihak luar tanpa memerhatikan kemungkinan penyalahgunaan informasi. Serta penerapan peraturan tentang urgensi pengelolaan arsip khususnya arsip dinamis catatan sipil masih belum terlaksana dengan maksimal.
English Abstract
Information Governance (IG) is a concept, program, or framework within an organization that aims to organize and manage information. The Blitar Regency Dispendukcapil has the aim of providing population/administration services (population registration and civil registration). The civil registry records is one of the sources of information created by Dispendukcapil from the results of the civil registry service. The success of records management is influenced by IG which includes records management, stakeholder roles and responsibilities, law and compliance, risk management, etc. The purpose of this research is to (1) analyze and describe the management of civil records in the Blitar Regency Dispendukcapil in the perspective of IG, (2) what obstacles cause record management activities to be less than optimal, (3) and what efforts can be made to fix/reduce the problem. This research is a descriptive research with a qualitative approach. The focus of this research is: (1) general description of civil registry record management (2) obstacles in civil registry record management, and (3) efforts to improve existing constraints. The analytical method used in this research is data analysis based on Miles and Huberman which consists of three paths, namely data reduction, data presentation, and conclusion drawing/verification. The results showed that the civil registry archives is a record that will still be used in the future. Then IG is still not fully implemented in the activities of managing civil records. The management of civil registry records is still not good, they use a simple classification for the record, there are records that are tucked away so that they are difficult to find, records looks so dirty, physically damaged, eaten by termites, inadequate facilities and infrastructure, records shrinkage has not been carried out, record security is less attention because they given records to bound by people outside Dispendukcapil without regard to the possibility that civil record will be misused. As well as the application of regulations regarding the urgency of record management, especially civil registry records, has not been implemented optimally
