Abstract
Dalam skripsi ini penulis mengangkat permasalahan terkait tentang Penyediaan fasilitas pemotongan hewan terkait Upacara adat Rambu Solo . Dalam pemilihan tema tersebut dilatar belakangi karena peneliti masih banyak menemukan masyarakat yang melakukan Upacara Adat Rambu Solo di Kabupaten Toraja Utara khususnya Kecamatan Sanggalangi yang tidak mendapatkan fasilitas pemotongan hewan. Metode yang digunakan dalam penelitian ini menggunakan Sosio Legal dengan menggunakan pendekatan Yuridis Sosiologis. Dari hasil penelitian yang dilakukan penulis dapat disimpulkan bahwa Pasal 8 ayat (6) Peraturan Daerah Kabupaten Toraja Utara Nomor 15 Tahun 2011 Tentang Retribusi Rumah Potong Hewan belum sepenuhnya berjalan secara efektif dikarenakan beberapa faktor dari teori efektivitas hukum yang dikemukakan oleh Soerjono Soekаnto tidak terpenuhi. Hal ini dikarenakan Pemerintah Daerah Kabupaten Toraja Utara dalam melaksanakan pasal tersebut masih dianggap kurang maksimal dan rendahnya kesadaran masyarakat terhadap peraturan daerah yang berlaku.
English Abstract
In this thesis the writer raises issues related to the provision of slaughter facilities related to the Rambu Solo traditional ceremony. In choosing the theme, the background was because researchers still found many people who carried out the Rambu Solo Traditional Ceremony in North Toraja Regency, especially Sanggalangi District, who did not get animal slaughter facilities. The method used in this research is socio legal by using a sociological juridical approach. From the results of the research conducted by the author, it can be concluded that Article 2 of the Regional Regulation of North Toraja Regency Number 15 of 2011 concerning Slaughterhouse Levies has not been fully implemented effectively due to several factors from the theory of legal effectiveness put forward by Soerjono Soekаnto. This is because the Regional Government of North Toraja Regency in implementing this article is still considered less optimal and low public awareness of the applicable regional regulations
