Abstract

Komite Stabilitas Sistem Keuangan saat terjadinya pandemi (Covid-19) memiliki tugas dalam menstabilkan keuangan negara untuk penanganan pandemi corona virus disease (Covid-19) di indonesia. Melalui Komite Stabilitas Sistem Keuangan yang beranggotakan Menteri Keuangan sebagai Koordinator, Gubernur Bank Indonesia, ketua dewan komisioner Otoritas Jasa Keuangan (OJK), Ketua Dewan Komisioner Lembaga Penjamin Simpanan. Kewenangan ini sesuai apa yang ada di dalam Perppu No 1 tahun 2020 tentang Kebijakan Keuangan Negara dan Stabilitas Sistem Keuangan untuk penanganan pandemi corona virus disease 2019 (covid - 19) dan dalam rangka menghadapi ancaman yang membahayakan perekonomian nasional dan stabilitas sistem keuangan. ataupun sebelum terjadinya pandemi KSSK memiliki tugas dan wewenang Melakukan koordinasi dan pemantauan, memberikan rekomendasi kepada presiden dalam pengambilan keputusan penentuan perubahan status stabilitas keuangan, mulai kondisi normal menjadi krisis sistem keuangan, atau sebaliknya. Undang-Undang (UU) PPKSK sebagai acuan dalam pencegahan dan penanganan krisis keuangan global yang berdampak terhadap perekonomian dalam negeri. Sejumlah tugas dan kewenangan serta fungsi KSSK diatur dalam UU PPKSK. KSSK dipimpin oleh Menteri Keuangan sebagai koordinator merangkap anggota dan memiliki hak suara. Sedangkan anggota lainnya yakni Gubernur Indonesia, Ketua Dewan Komisioner Otoritas Jasa Keuangan dan Ketua Dewan Lembaga Penjamin Simpanan. Ketiga anggota itu memiliki hak suara yang sama dengan koordinator KSSK. Adapun kebijakan Komite Stabilitas Sistem Keuangan dalam menanggulagi pandemi (Covid-19) ia mengeluarkan Paket Kebijakan terpadu yang salah satunya pada point pertama kebijkan terpadu yaitu Kebijakan Insentif Fiskal serta Dukungan Belanja Pemerintah dan Pembiayaan. Menurunnya permintaan akibat pandemi Covid-19 berdampak pada pendapatan serta kondisi arus kas sektor usaha, sementara pada saat yang bersamaan dihadapkan pada kebutuhan pemenuhan kewajiban dan operasional usaha. Kemudian Dukungan Pemerintah pada dunia usaha juga diberikan dalam bentuk belanja Pemerintah dan pembiayaan untuk meringankan beban debitur di tengah pandemi sekaligus menjaga kinerja debitur serta Stabilitas Sistem Keuangan. Namun dalam kenyataan Hak imunitas bagi para anggota Komite Stabilitas Sistem bagi para pelaku dunia usaha maupun UMKM diberikan Untuk stimulus ekonomi bagi UMKM dan pelaku usaha, Terutama untuk industri kecil dan menengah pada 19 sektor tertentu, dan juga akan dipakai untuk pengurangan tarif PPh sebesar 25 persen untuk wajib pajak kemudian impor tujuan ekspor, terutama industri kecil menengah pada sektor tertentu.

English Abstract

The Financial System Stability Committee during a pandemic (Covid-19) has the task of stabilizing state finances for handling the corona virus disease (Covid-19) pandemic in Indonesia. Through the Financial System Stability Committee, which consists of the Minister of Finance as Coordinator, Governor of Bank Indonesia, chairman of the board of commissioners of the Financial Services Authority (OJK), Chairman of the Board of Commissioners of the Deposit Insurance Corporation. This authority is in accordance with what is contained in Perppu No. 1 of 2020 concerning State Financial Policy and Financial System Stability for handling the 2019 corona virus disease (covid -19) pandemic and in the context of dealing with threats that endanger the national economy and financial system stability. or before the pandemic, KSSK has the duty and authority to coordinate and monitor, provide recommendations to the president in making decisions to determine changes in financial stability status, from normal conditions to financial system crises, or vice versa. The PPKSK Law (UU) serves as a reference in preventing and handling the global financial crisis that has an impact on the domestic economy. A number of duties and authorities as well as the functions of the KSSK are regulated in the PPKSK Law. KSSK is led by the Minister of Finance as coordinator and concurrently member and has voting rights. Meanwhile, the other members are the Governor of Indonesia, the Chairman of the Board of Commissioners of the Financial Services Authority and the Chairman of the Board of the Deposit Insurance Corporation. The three members have the same voting rights as the KSSK coordinator. As for the policy of the Financial System Stability Committee in dealing with the pandemic (Covid-19), he issued an integrated policy package, one of which is the first point of an integrated policy, namely the Fiscal Incentive Policy and Government Expenditure Support and Financing. The decline in demand due to the Covid-19 pandemic has an impact on the income and cash flow conditions of the business sector, while at the same time being faced with the need to fulfill obligations and business operations. Then Government Support to the business world is also provided in the form of government spending and financing to ease the burden on debtors in the midst of a pandemic while maintaining debtor performance and Financial System Stability. However, in reality, immunity rights for members of the System Stability Committee for business actors and MSMEs are given for economic stimulus for MSMEs and business actors, especially for small and medium industries in 19 certain sectors, and will also be used to reduce the income tax rate by 25 percent. for taxpayers then import for export purposes, especially small and medium industries in certain sectors.
