Abstract
Samsat Delivery merupakan aplikasi mobile yang dapat diunduh masyarakat pada smartphone, yang memungkinkan masyarakat mendapatkan pelayanan samsat, tanpa harus mengantri dan mendatangi kantor pelayanan samsat. Berbagai fitur yang tersedia pada aplikasi Samsat Delivery yaitu, Cek PKB, Bayar PKB, Antar SKPD, Samsat Terdekat, Panduan Layanan Samsat dan Informasi Kesamsatan. Adanya fasilitas elektronik, diharapkan dapat mencapai efektifitas dan efisiensi sehingga akan berpengaruh pada penerimaan sehingga dapat menurunkan jumlah wajib pajak yang Tidak Melakukan Daftar Ulang (TMDU) yang akan berdampak kepada meningkatnya penerimaan pajak kendaraan bermotor di Provinsi Nusa Tenggara Barat. Penelitian ini bertujuan untuk mengetahui implementasi layanan samsat delivery dalam upaya meningkatkan penerimaan pajak kendaraan bermotor Provinsi Nusa Tenggara Barat, diukur dengan 5 indikator keberhasilan implementasi kebijakan menurut Van Meter & Van Horn dan juga dengan 5 faktor keberhasilan inovasi menurut Cook, Matthew & Irwin. Selain itu juga untuk mengetahui faktor pendukung dan penghambat implementasi layanan samsat delivery. Peneliti menggunakan metode kualitatif. Lokasi Penelitian di Kantor BAPPENDA NTB. Peneliti menggunakan triangulasi sumber dan triangulasi teknik untuk menguji keabsahan data.
English Abstract
Samsat Delivery is a mobile application that can be downloaded on smartphone, which allows people to get samsat service, without having to queue and go to the samsat service office. Various features that are available on the Samsat Delivery application are, Cek PKB, Bayar PKB, Antar SKPD, Samsat Terdekat, Panduan Layanan Samsat, and Informasi Kesamsatan. The availability of electronic facilities is expected to achieve the effectiveness and efficiency so that it will have an effect on the revenue so as to reduce the number of taxpayers who do not re-register that may affect to the increasing of motor vehicle tax revenue in West Nusa Tenggara Province. The purpose of this research is to find out the implementation of samsat delivery service in the effort to increase the motor vehicle tax revenue of West Nusa Tenggara Province, with five success indicators of policy implementation according to Van Meter and Van Horn and five success factor of inovation according to Cook, Matthew, & Irwin. Aside from that, it is also to find out the supporting and inhibiting factor of samsat delivery service implementation. The researcher uses qualitative research methodology. The research is located in the office of BAPPENDA NTB. The researcher uses the triangulation source and technique to test the data validity.
