Abstract
Penelitian ini merupakan sebuah penelitian kuantitatif yang dilakukan untuk mengetahui pengaruh tingkat kemiskinan dan pengeluaran pemerintah sektor publik, di mana mengacu pada tiga sektor yaitu sektor kesehatan, sektor pendidikan, dan sektor infrastruktur, terhadap indeks pembangunan manusia (IPM) di masing-masing kabupaten/kota Provinsi Jawa Timur pada tahun 2014- 2018. Penelitian ini menggunakan data sekunder dari Badan Pusat Statistik (BPS) dan Direktorat Jenderal Perimbangan Keuangan (DJPK). Metode yang digunakan pada penelitian ini adalah metode regresi data panel dengan alat bantu uji, yaitu Eviews. Dari hasil analisis yang telah dilakukan, ditemukan bahwa variabel tingkat kemiskinan berpengaruh signifikan dan negatif terhadap IPM. Variabel pengeluaran pemerintah sektor kesehatan dan pendidikan tidak berpengaruh signifikan dan positif terhadap IPM, sedangkan variabel pengeluaran pemerintah sektor infrastruktur berpengaruh positif dan signifikan terhadap IPM di kabupaten/kota Provinsi Jawa Timur pada tahun 2014-2018
English Abstract
This study is a quantitive research that aims to determine the effect of poverty rate, public-sector government expenditures, especially the expenditures on health, education and infrastructure sector on the human development index (HDI) in each regencies and cities of East Java Province from 2014-2018. This study uses secondary data from Central Bureau of Statistics (BPS) and Directorate General of Fiscal Balance (DJPK). The method used in this research is panel data regression method with help of test device, Eviews. From the analysis that has been done, the research found that the poverty rate variable has a significant and negative effect on the HDI. Then, the government expenditures on health and education sector variable have positive effect on HDI, but it has not significant effect on the HDI, while government expenditure on infrastructure sector variable has significant and positive effect on the HDI in each regencies and cities of East Java Province from 2014-2018.
