Abstract

Revolusi Industri 4.0 merupakan era yang berpusat pada teknologi otomatisasi yang dilakukan oleh mesin tanpa memerlukan tenaga kerja manusia dalam proses penerapanya. Pemerintah Kota Surabaya melakukan upaya pemanfaatan teknologi tersebut dengan menerapkan model pelayanan masyarakat berbasis sistem teknologi elektronik Single Window untuk meningkatkan kualitas pelayanan publik di Kota Surabaya. Penelitian ini dilakukan menggunakan metode kualitatif deskriptif, Penelitian ini dilakukan pada masa pandemi COVID-19 dan Pembatasan Sosial Berskala Besar di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Surabaya. Penelitian ini berfokus pada: (1) Mengindentifikasi dan menjelaskan pelaksanaan perizinan Surabaya Single Window. (2) Mengidentifikasi dan menjelaskan dampak positif dan negatif pelayanan Surabaya Single Window. (3) Mengidentifikasi dan menjelaskan kekuatan dan kelemahan Surabaya Single Window terhadap pelayanan publik. (4) Mengidentifikasi dan menjelaskan ancaman dan peluang Surabaya Single Window terhadap pelayanan publik. Analisis data dalam penelitian ini menggunakan Analisis SWOT, dimulai dengan melakukan Pengumpulan dan analisis data menggunakan Matriks SWOT, dan penyajian strategi-strategi.

English Abstract

The Industrial Revolution 4.0 is an era centered on automation technology carried out by machines without the need for human labor in the application process. The Surabaya City Government is making efforts to utilize this technology by implementing a community service model based on the Single Window electronic technology system to improve the quality of public services in the City of Surabaya. This research was conducted using descriptive qualitative methods. This research was conducted during the COVID-19 pandemic and large-scale social restrictions at the Surabaya City One Stop Investment and Integrated Services Office. This research focuses on: (1) Identifying and explaining the implementation of Surabaya Single Window licensing. (2) Identifying and explaining the positive and negative impacts of the Surabaya Single Window service. (3) Identifying and explaining the strengths and weaknesses of the Surabaya Single Window towards public services. (4) Identifying and explaining the threats and opportunities of the Surabaya Single Window to public services. Data analysis in this study used SWOT analysis, starting with collecting and analyzing data using the SWOT matrix, and presenting strategies.
