Abstract

Beralihnya pola pemerintahan yang tersentralisasi menuju pola desentralisasi berimplikasi pada konsep pembangunan yang lebih berorientasi pada peran serta masyarakat dalam pusaran pembangunan itu sendiri. Karena pada dasarnya masyarakatlah yang lebih mengetahui serta bersentuhan langsung dengan lingkungannya sendiri. Badan Usaha Milik Desa (BUMDes) adalah salah satu bentuk desentralisasi yang secara langsung bersentuhan dengan akar rumput khsususnya masyarakat pada tingkatan desa. Berbagai potensi desa sungguh melimpah, akan sangat disayangkan apabila potensi desa tidak dikelola secara maksimal. Maka untuk menampung dan menggali potensi desa tersebut hadir BUMDes sebagai wadah bagi masyarakat untuk mengelola potensi desa yang ada. Dalam Undang Undang Desa juga dijelaskan bahwa pembangunan kawasan pedesaan dilakukan oleh salah satunya yaitu BUMDes itu sendiri dengan mengikutsertakan masyarakat desa. Dalam penelitian ini pendekatan yang digunakan adalah pendekatan kualitatif, dengan menggunakan metode deskriptif. Fokus penelitian ini secara garis besar meliputi bentuk bentuk partisipasi, kondisi terkini serta upaya meningkatkan partisipasi masyarakat, dan faktor penghambat dan pendukung partisipasi masyarakat. Lokasi penelitian ini adalah Desa Pujonkidul, Kecamatan Pujon, Kabupaten Malang. Sedangkan situs penelitian ini adalah Badan Usaha Milik Desa (BUMDes) Sumber Sejahtera.

English Abstract

The shifting of a centralized government pattern to a decentralized pattern has implications for the concept of development that is more oriented towards community participation in the development circle itself. Because basically, it is the people who know better and are in direct contact with their own environment. Village-owned enterprises are a form of decentralization that directly touches the grassroots, especially the community at the village level. Various village potentials are really abundant, it would be very unfortunate if the village potential was not managed optimally. So to accommodate and explore the potential of the village, Village-owned enterprises is present as a forum for the community to manage the potential of the existing village. The Village Law also explains that the development of rural areas is carried out by one of them, namely Village-owned enterprises itself by involving village communities. In this study, the approach used is a qualitative approach, using descriptive methods. The focus of this research broadly includes the forms of participation, current conditions and efforts to increase community participation, and factors inhibiting and supporting community participation. The location of this research is Pujonkidul Village, Pujon District, Malang Regency. While the site of this research is the Sumber Sejahtera Village-Owned Enterprises .
