Abstract

Akta Kelahiran merupakan awal dari pencatatan terhadap diri seseorang di mata hukum. Di Indonesia, realisasi kepemilikan Akta Kelahiran menujukkan masih rendahnya kepemilikan akta kelahiran anak. Kementerian Dalam Negeri, sebagai instansi yang bertanggung jawab terhadap pemenuhan hak akta kelahiran mengeluarkan kebijakan melalui Permendagri No. 9 Tahun 2016 tentangPercepatan Peningkatan Cakupan Kepemilikan Akta Kelahiran. Penelitian ini bertujuan untuk mengetahui pelaksanaan program peningkatan layanan penerbitan akta kelahiran di Dispendukcapil Kabupaten Madiun serta mengetahui faktor pendukung dan penghambat dalam pelaksanaan program tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Wawasan data penelitian diperoleh melalui teknik wawancara semi terstruktur dan tidak terstruktur, observasi partisipasi pasif dan terus terang, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program peningkatan layanan akta kelahiran adalah belum berhasil. Hal tersebut dikarenakan Pertama, kesesuaian antara program online kurang dengan kebutuhan masyarakat. Hal ini dilihat dari hasil pencapaian yang jauh dibawah target yang telah ditetapkan. Kedua, kesesuaian antara program dengan organisasi pelaksana, yaitu kesesuaian antara tugas yang dipersyaratkan oleh program dengan kemampuan organisasi pelaksana termasuk didalanya sumber daya manusia atau pegawai Dispendukcapil dan Petugas Registrasi Desa kurang memiliki keterampilan dan kemampuan sesuai dengan kompetensi yang dibutuhkan untuk menjalankan program unggulan peningkatan layanan penerbitan akta kelahiran. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana, yaitu syarat memperoleh akta kelahiran dan juga standart operasional prosedur inidikarenakan kurangnya koordinasi dalam penerapan SOP yang tidak dilaksanakan secara benar antara pegawai Dispendukcapil dan Petugas Registrasi Desa. Dari 9 indikator KemenPAN-RB terdapat 6 indikator yang belum optimal meliputi:1) Sistem Mekanisme Prosedur. 2)Sumber daya manusia; 3) Sarana dan Prasarana Pelayanan; 4) Penanganan pengaduan, 5) Sistem Informasi Pelayanan Publik, 6) Indeks Kepuasan Masyarakat. Sedangkan untuk 3 (tiga) komponen indikator lainya cukup optimal, komponen tersebut meliputi: 1) Visi, Misi dan Motto Pelayanan, 2) Standar Pelayanan dan Maklumat Pelayanan, 3) Produktivitas dalam pencapaian target pelayanan.

English Abstract

A birth certificate is the beginning of recording one's self before the law. In Indonesia, the realization of ownership of birth certificates shows the still low ownership of child birth certificates. The Ministry of Home Affairs, as the agency responsible for fulfilling birth certificate rights, issued a policy through Permendagri No. 9 of 2016 concerning the Increasing Coverage of Birth Certificate Ownership. This study aims to determine the implementation of a program to improve birth certificate issuance services in Madiun Regency Dispendukcapil and to find out the supporting and inhibiting factors in the implementation of the program. This study uses a qualitative approach to the type of descriptive research. Insights into research data are obtained through semi-structured and unstructured interview techniques, passive and forthright participatory observation, and documentation studies. The results showed that the implementation of the birth certificate service improvement program was not successful. That is because First, the compatibility between online programs is less with the needs of the community. This can be seen from the achievement results that are far below the targets that have been set. Second, the suitability between the program and the implementing organization, that is, the compatibility between the tasks required by the program with the ability of the implementing organization including the human resource capacity or the Dispendukcapil staff and Village Registration Officers lack the skills and abilities in accordance with the competencies needed to carry out superior programs to improve publishing services. birth certificate. Third, the compatibility between the beneficiary groups and the implementing organization, which is the requirement to obtain a birth certificate and also the standard operational procedures for this procedure due to the lack of coordination in the application of SOP that is not carried out correctly between Dispendukcapil staff and the Village Registration Officer. From 9 indicators of KemenPAN-RB there are 6 indicators that are not optimal including: 1) System Mechanism Procedure. 2) human resources; 3) Service Facilities and Infrastructure; 4) Complaint Handling, 5) Public Service Information System, 6) Community Satisfaction Index. Whereas for 3 (three) other indicators, the components are quite optimal, these components include: 1) Vision, Mission and Service Motto (3% of 5%), 2) Service Standards and Service Notice, 3) Productivity in achieving service targets.
