Abstract

Penelitian ini bertujuan untuk menguji dan menganalisis pengaruh partisipasi anggaran terhadap kinerja Organisasi Perangkat Daerah (OPD) serta untuk dapat mengetahui peran Sistem Pengukuran Kinerja dan Personality Traits dalam memoderasi hubungan antara partisipasi anggaran dengan kinerja Organisasi Perangkat Daerah (OPD). Populasi adalah pegawai Organisasi Perangkat Daerah yang ikut terlibat langsung dalam penyusunan anggaran di lingkungan pemerintah Kabupaten Paser kalimantan Timur dengan penarikan sampel sejumlah 80 responden. Metode statistik yang digunakan adalah SEM PLS dengan bantuan aplikasi SmartPLS. Hasil penelitian ini menunjukan bahwa partisipasi anggaran dapat mempengaruhi kinerja Organisasi erangkat Daerah. Sistem Pengukuran Kinerja sendiri dapat memoderasi hubungan antara Partisipasi anggaran dengan Kinerja OPD. Selanjutnya penelitian ini menemukan bahwa hanya sebagian Dari Perssonality Traits yang dapat memoderasi hubungan antara partisipasi anggaran dengan kinerja OPD.

English Abstract

This study aims to examine and analyze the effect of budget participation on the performance of Local Apparatus Organization (Organisasi Perangkat Daerah/ OPD) as well as to identify the extent to which performance measurement system and personality traits can moderate the relationship between the budget participation and the performance of the OPD. The research population is the OPD employees involved in budget formulation activities in the local government of Paser Regency of East Kalimantan, with 80 respondent samples. The statistical method used is SEM PLS assisted by SmartPLS application. The results of the study indicate that budget participation influences the performance of the the Organization. Furthermore, the performance measurement system can moderate the relationship between the budget participation and the OPD performance. This study also reveals that only some parts of personality traits can moderate the relationship between the two variables
