Abstract

Kota Malang memiliki Terminal Arjosari yang merupakan Terminal tipe A yang melayani angkutan umum seperti bus AKDP, AKAP, Ankot dan Andes. Perkembangan Terminal Arjosari diharapkan dapat meningkatkan pengunjung dan angkutan yang beroperasi sehingga kebutuhan akan ruang parkir angkutan umum sangat dibutuhkan. Tujuan dalam penelitian ini adalah mengetahui karakteristik parkir angkutan umum dan kebutuhan ruang parkir serta pelayanan fasilitas parkir. Metode yang digunakan dalam penelitian ini yaitu meliputi analisis karakteristik parkir, serta metode ISM (Intrepretative Structural Modeling) untuk mengetahui masalah- masalah yang dihadapi para pengelola dalam menata parkir dan metode Quality Function Deployment (QFD) untuk mengetahui masalah yang sebenarnya terjadi di areal parkir dan prioritas perbaikan sesuai dengan apa yang dirasakan para pengguna fasilitas parkir ini. Hasil penelitian menunjukkan bahwa akumulasi parkir sebesar 38 bus tetapi petak yang tersedia hanya 30 petak dan akumulasi parkir sebesar 141 Angkot tetapi petak yang tersedia hanya 100 petak. Berdasarkan hasil analisis ISM model struktur terdapat sub elemen kunci yang berpengaruh, yaitu: pada aspek lahan parkir, menghasilkan sub-elemen kunci kapasitas parkir; dan Pada Aspek pengawasan parkir, menghasilkan sub-elemen kunci pengawasan parkir terhadap pelanggaran; sedangkan pada aspek fasilitas penunjang, menghasilkan sub-elemen rambu-rambu parkir. Berdasarkan hasil analisis QFD (Quality Function Deployment) mendapatkan 9 permasalahan dalam fasilitas parkir yang dirasakan oleh pengguna jasa yaitu Kebersihan Pelataran Parkir (A3), Kondisi fisik pelataran parkir (A4), Pola parkir yang teratur (A9), Pengawasan parkir terhadap pelanggaran (B1), Perilaku petugas dalam menghadapi pemarkir (B6), Pos Petugas (C1), Lampu penerangan (C2), Ruang istrihat supir (C6), Toilet (C7). Dari hasil analisis ini, perlu rekomendasi perbaikan berdasarkan urutan prioritas penangganan yaitu a) Memberikan sanksi tertulis kepada pelanggar, (b) Para petugas melakukan teguran terhadap pelanggaran parkir, (c) Pos yang ada agar selalu memantau seluruh aktivitas dalam areal Terminal, (d) Melakukan perbaikan ringan sesuai anggaran yang ada, (e) Untuk Ruang Istrihat Supir segera dioperasikan dan difungsikan, (f) Melakukan pengawasan dan penataan terhadap angkutan yang parkir, (g) Melakukan pembinaan dan pendekatan secara persuasif kepada kru, (h) Untuk lampu penerangan agar ditambahkan di beberapa titik yang strategis, (i) Memberikan pelayanan yang terbaik dan selalu bersikap sopan, (j) Petugas toilet akan selalu mengawasi kebersihan toilet, (k) Petugas kebersihan melakukan perawatan dan kebersihan tiap 2 jam, (l) Memeriksa kelancaran air di dalam toilet, (m) Menggantikan lampu yang rusak, (n) Menyediakan tempat sampah di area parkir, (o) Untuk perbaikan yang berat pihak Terminal akan dilaporkan ke BPTD XI Jatim.

English Abstract

Malang City has Arjosari Terminal which is type A Terminal which serves public transportation such as bus AKDP, AKAP, Ankot and Andes. The development of Arjosari Terminal is expected to increase the visitors and the transportation that operates so that the need for public transport parking space is needed. The purpose of this research is to know the characteristics of public transport parking and parking space requirement and parking facility service. The methods used in this research are parking characteristics analysis, and ISM (Intrepretative Structural Modeling) method to find out the problems faced by managers in managing parking and QFD (Quality Function Deployment) method to find out the real problem in parking area and priority improvement in accordance with what is perceived by the users of this parking facility. The results show that the accumulation of parking for 38 buses but plot is available only 30 plots and accumulated parking 141 public car but plots are available only 100 plot. Based on ISM model analysis, there are significant sub elements of the structure, namely: on the aspect of parking lot, generating sub-elements of parking capacity; and On the Parking Surveillance Aspect, produces a key sub-element of parking supervision of violations; whereas in the aspects of supporting facilities, produce sub-elements of parking signs. Based on QFD analysis result (Quality Function Deployment) get 9 problems in parking facility that felt by service user that is Cleanliness of Parking Area (A3), physical condition of parking area (A4), Regular parking pattern (A9), parking supervision on violation (B1 ), Officer's behavior in the face of parker (B6), Post Officer (C1), Lighting Light (C2), Space wife of driver (C6), Toilet (C7). From the results of this analysis, it is necessary to recommend improvements based on the order of priority of the subscribers that are a) To give written sanctions to violators, (b) Officials to reprimand against parking violations; (c) Post to monitor all activities within Terminal area; (d) (F) Conducting supervision and structuring of parking parking, (g) Conducting guidance and persuasive approach to crew, (h) For lighting lamps to be added at some strategic point, (i) Providing the best service and always being polite, (j) The toilet worker will always keep the toilet clean, (k) The hygienist performs maintenance and cleanliness every 2 hours, (l) in the toilets, (m) Replacing damaged lamps, (n) Providing garbage can in parking area, (o) For serious repair of Terminal I was reported to BPTD XI East Java.
