Pengaruh PAD, DAU dan DAK Terhadap Pertumbuhan Ekonomi yang Berkualitas dengan Belanja Modal Sebagai Pemoderasi di Jawa Timur

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) terhadap Pertumbuhan Ekonomi Berkualitas yang terdiri dari pertumbuhan ekonomi, kemiskinan, tingkat pengangguran terbuka dan gini rasio, dan menguji pengaruh belanja modal sebagai variabel pemoderasi terhadap hubungan antara PAD, DAU, DAK dengan pertumbuhan ekonnomi berkualitas. Penelitian ini mengambil data dari 38 Kabupaten/Kota di Provinsi Jawa Timur dari tahun 2012-2015. Jenis data yang digunakan dalam penelitian ini adalah data sekunder. Metode analisis yang digunakan yaitu regresi data panel dan analisis regresi moderasi atau moderate regression analysis (MRA) dengan menggunakan EVIEWS. Metode analisis data yang digunakan adalah Uji Chow dan Haussman untuk penentuan model, uji asumsi klasik, dan analisis regresi moderasi. Hasil penelitian menunjukkan bahwa PAD, DAU dan DAK secara simultan berpengaruh terhadap Pertumbuhan Ekonomi Berkualitas. Secara parsial PAD berpengaruh secara positif dan signifikan terhadap pertumbuhan ekonomi dan gini rasio, dan berpengaruh secara negatif dan signifikan terhadap kemiskinan dan tingkat pengangguran. DAU dan DAK berpengaruh secara positif dan signifikan terhadap pertumbuhan ekonomi, dan berpegaruh secara negatif dan signifikan terhadap tingkat kemiskinan, pengangguran dan gini rasio. Pada analisis regresi moderasi menunjukkan bahwa belanja modal tidak bisa memperkuat atau memperlemah hubungan PAD, DAU, DAK dengan pertumbuhan ekonomi berkualitas.

English Abstract

This research aims to analyze the influence of own-source revenue, general allocation grant and special allocation fund on the comprehensive economic growth which consists of economic growth, poverty, open unemployment rate, gini ratio and also examine the influence of capital expenditure as a moderator variable on the relationship between own-source revenue, general allocation grant and special allocation fund with the comprehensive economic growth. Moreover, this research uses the data based on 38 regencies/cities in East Java during 2012 until 2015 and only uses the secondary data. The analysis methods used in Eviews are panel data regression and moderation regression analysis (MRA) while the methods used to analyze the data are Chow and Hausman test for model determination, classical assumption test and moderation regression analysis. Furthermore, the results of the research show that own-source revenue, and general allocation grant special allocation fund simultaneously have a significant influence on the comprehensive economic growth and partially, own-source revenue has a positive and significant influence on the ecomic growth and gini ratio but it has a negative and significant influence on poverty and unemployment rate. Meanwhile, general allocation grant and special allocation fund have a postive and significant influence on the economic growth and also negative and significant influence on the poverty rate, unemployment and gini ratio. The results on moderation regression analysis show that capital expenditure is unable to strengthen or weaken the relationships between own-source revenue, general allocation grant and special allocation fund with the comprehensive economic growth.
