Abstract
Sustainable Development Goals (SDGs) merupakan rencana aksi global yang telah disepakati oleh negara-negara di dunia. Tujuan SDGs ke-11 adalah membangun kota dan permukiman inklusif, aman, tahan lama, dan berkelanjutan. Salah satu target dari tujuan tersebut yaitu pada tahun 2030 tersedia akses universal terhadap ruang-ruang publik yang aman, inklusif, mudah diakses, dan hijau, terutama bagi perempuan, anak-anak, manula dan orang dengan disabilitas. Kota Batu merupakan salah satu kota di Indonesia yang sudah mulai menerapkan prinsip-psinsip pembangunan berkelanjutan pada sektor pariwisata. Salah satu destinasi wisata yang sering dikunjungi wisatawan adalah Alun-Alun Batu. Selain itu, Alun-Alun Batu juga berperan sebagai ruang publik yang digunakan untuk menampung aktivitas masyarakat. Dengan diterapkannya aksi SDGs, ruang publik yang terdapat di perkotaan, dalam hal ini Alun-Alun Batu harus ramah bagi penyandang disabilitas. Langkah yang dapat dilakukan yaitu dengan menerapkan konsep universal design pada ruang publik dan standar penyediaan fasilitas menurut Peraturan Menteri Pekerjaan Umum Nomor 14 Tahun 2017 tentang Persyaratan Kemudahan Bangunan Gedung. Teknik analisis yang digunakan adalah analisis evaluatif dan analisis IPA (importance performance analysis). Analisis evaluatif digunakan untuk menghitung kesesuaian fasilitas dan aksesibilitas Alun-Alun Batu bagi difabel, sementara analisis IPA digunakan untuk mengetahui kualitas fasilitas dan aksesibilitas Alun-Alun Batu berdasarkan persepsi difabel. Berdasarkan hasil analisis didapatkan kesimpulan bahwa penyediaan fasilitas dan aksesibilitas Alun-Alun Batu berdasarkan kebijakan sudah berada dalam kriteria cukup, namun kualitas Alun-Alun Batu menurut difabel masih dianggap butruk. Oleh karena itu, diperlukan konsep penataan ruang publik ramah difabel, dalam hal ini adalah Alun-Alun Batu.
English Abstract
Sustainable Development Goals (SDGs) is global action plan that have been agreed upon by countries in the world. The 11th of SDGs goal is to build cities and settlements that are inclusive, safe, durable, and sustaianble. One of the targets of this goal is that by 2030 there will be universal access to safe, inclusive, accessible and green public spaces, especially for women, children, the elderly and people with disabilities. Batu City is one of the cities in Indonesia that has started to apply the principles of sustainable development in the tourism sector. One of the tourist destinations that is often visited by tourists is Alun-Alun Batu or Batu Square. In addition, Batu Square also acts as a public space that is used to accommodate community activities. With the implementation of the SDGs, public spaces found in urban areas, in this case is Batu Square must be acessible to difable. Steps that can be taken are to apply the concept of universal design in public spaces and the standard of providing facilities according to the Regulation of the Minister of Public Works Number 14 of 2017 concerning Building Ease Requirements. The analysis technique used is evaluative analysis and importance performance analysis. Evaluative analysis was used to calculate the suitability of Alun-Alun Batu facilities and accessibility for the difable, while IPA analysis was used to determine the quality of facilities and accessibility of Alun-Alun Batu based on the perception of the difable. Based on the results of the analysis, it was concluded that the provision of facilities and accessibility of Alun-Alun Batu based on the policy was already within the sufficient criteria, but the quality of Alun-Alun Batu for difables still considered as bad. Therefore, a difable-friendly public space planning concept is needed, in this case Alun-Alun Batu or Batu Square
