Abstract
The Global Food Safety Initiative mengumumkan bahwa sejak terjadinya pandemi COVID-19, skor ketahanan pangan komposit nasional Indonesia menurun dari 62,6 menjadi 59,5. Penurunan skor tersebut disebabkan oleh penurunan pendapatan masyarakat saat pandemi COVID-19 yang membuat tingkat konsumsi pangan rumah tangga menurun. Pemerintah Indonesia melalui Kementerian Sosial Republik Indonesia mengeluarkan kebijakan pemberian Bantuan Sosial Tunai (BST) senilai Rp300.000,00/bulan/rumah tangga guna meningkatkan tingkat konsumsi pangan rumah tangga. Berdasarkan penjabaran berikut, dibutuhkan beberapa tujuan penelitian, yaitu mengidentifikasi unsur pengeluaran pangan rumah tangga petani, mendeskripsikan rasio pengeluaran pangan terhadap pengeluaran total rumah tangga petani, mendeskripsikan derajat ketahanan pangan rumah tangga petani, menganalisis faktor internal rumah tangga petani yang berhubungan dengan derajat ketahanan pangan rumah tangga petani, menganalisis faktor eksternal rumah tangga petani yang berhubungan dengan derajat ketahanan pangan rumah tangga petani, dan merumuskan strategi peningkatan ketahanan pangan rumah tangga petani saat pandemi COVID-19 Metode analisis yang digunakan dalam penelitian ini adalah metode deskriptif kuantitatif, metode analisis ketahanan pangan menurut Johnson dan Toole, metode korelasi Pearson, dan metode analisis SWOT. Lokasi penelitian yang ditentukan dengan metode purposive dilakukan di Desa Gintung, Kecamatan Sukadiri, Kabupaten Tangerang. Responden penelitian adalah 33 rumah tangga petani. Data diambil melalui wawancara, observasi, dan studi kepustakaan. Hasil dari penelitian adalah unsur pengeluaran pangan rumah tangga petani meliputi 29,8% konsumsi beras, 19% konsumsi rokok, 13% konsumsi makanan jadi, 12,8% konsumsi telur, 8,3% konsumsi ikan, 8,2% konsumsi tempe tahu, 5,3% konsumsi daging ayam, 1,9% konsumsi umbi-umbian, dan 1,7% konsumsi sayur. Terdapat 45,5% rumah tangga petani dengan pangsa pengeluaran pangan tinggi, dan terdapat 54,5% rumah tangga petani dengan pangsa pengeluaran rendah, sehingga didapatkan 24,2% rumah tangga petani mengalami rawan pangan, 30,3% kurang pangan, 21,2% mengalami rentan pangan, dan 24,3% berada pada derajat tahan pangan. Faktor pendapatan, tingkap pendidikan ibu rumah tangga, luas lahan pertanian, dan harga komoditas beras berkorelasi kuat secara positif terhadap ketahanan pangan. Jumlah anggota keluarga dan kebijakan BST berkorelasi kuat secara negative. Sedangkan akses pasar memiliki korelasi lemah secara positif. Adapun strategi peningkatan ketahanan pangan yang direkomendasikan adalah strategi pemanfaatan peluang untuk mengurangi pengaruh kelemahan rumah tangga petani.
English Abstract
The Global Food Safety Initiative announced that since the COVID-19 pandemic, Indonesia's national composite food security score has decreased from 62.6 to 59.5. The decline in the score was caused by a decrease in people's income during the COVID-19 pandemic which made the level of household food consumption decrease. The Government of Indonesia through the Ministry of Social Affairs of the Republic of Indonesia issued a policy of providing Cash Social Assistance (BST) worth Rp. 300,000/month/household in order to increase the level of household food consumption. Based on the following description, several research objectives are needed, namely identifying the elements of food expenditure of farm households, describing the ratio of food expenditure to total expenditure of farm households, describing the degree of food security of farm households, analyzing internal factors of farm households related to the degree of household food security. farm household, analyze the external factors of the farm household related to the degree of food security of the farm household, and formulate a strategy to increase the food security of the farm household during the COVID-19 pandemic. The analytical method used in this research is descriptive quantitative method, food security analysis method according to Johnson and Toole, Pearson correlation method, and SWOT analysis method. The research location determined by the purposive method was carried out in Gintung Village, Sukadiri District, Tangerang Regency. The research respondents were 33 farm households. Data were taken through interviews, observation, and literature study. The results of the research are that the household food expenditure elements include 29.8% rice consumption, 19% cigarette consumption, 13% processed food consumption, 12.8% egg consumption, 8.3% fish consumption, 8.2% tempe and tofu consumption. , 5.3% consumption of chicken meat, 1.9% consumption of tubers, and 1.7% consumption of vegetables. There are 45.5% of farm households with a high share of food expenditure, and 54.5% of farm households with a low share of expenditure, so that 24.2% of farm households experience food insecurity, 30.3% lack of food, 21, 2% experienced food insecurity, and 24.3% were at the level of food security. Income factors, housewives' education level, area of agricultural land, and rice commodity prices have a strong positive correlation with food security. Number of family members and BST policy are strongly negative correlatetion. Meanwhile, market access has a weak positive correlation. The recommended strategy for increasing food security is a strategy to take advantage of opportunities to reduce the influence of the weakness of farming households.
