Abstract
Penelitian ini mengevaluasi respon asimetris tingkat pengangguran terhadap shock ekspor di Indonesia. Dengan menggunakan metode proyeksi lokal, makalah ini menggabungkan tiga fitur penting: efek asimetris dari guncangan ekspor, siklus bisnis, dan pencapaian pendidikan pekerja. Sampel adalah data panel tingkat provinsi dari 18 provinsi tempat pelabuhan utama untuk kegiatan ekspor berada, dari tahun 1990 hingga 2019. Studi ini menemukan perbedaan yang jelas dalam dinamika tingkat pengangguran antara pekerja berpendidikan rendah dan pekerja berpendidikan tinggi. Guncangan ekspor yang positif selama boom mengurangi tingkat pengangguran bagi pekerja yang kurang berpendidikan, dan efeknya lebih persisten. Sebaliknya, tingkat pengangguran berpendidikan tinggi menurun ketika kejutan ekspor positif terjadi selama periode kemerosotan, dan efeknya agak dalam jangka pendek.
English Abstract
This study evaluates the asymmetric response of unemployment rate to an export shock in Indonesia. Employing a local projection method, this paper incorporates three important features: the asymmetric effects of an export shock, business cycle, and educational attainment of workers. The sample is the province-level panel data of 18 provinces where the main ports for export activity are located, spanning the years 1990 to 2019. This study finds clear differences in the unemployment rate dynamics between less-educated workers and highly-educated workers. A positive export shock during the boom reduces the unemployment rate for less-educated workers, and the effect is more persistent. In contrast, highly-educated unemployment rate decreases when a positive export shock occurs during the slump period, and the effect is rather in the short run.
