Abstract

Pemenuhan kebutuhan energi listrik terhambat karena ketidakefisienan dalam pendistribusian dan mengakibatkan losses. Penelitian ini bertujuan mengukur efisiensi distribusi listrik 33 provinsi di Indonesia pada tahun 2010–2019. Efisiensi dihitung menggunakan analisis DEA dua langkah, yaitu DEA BCC dan DEA Bootstrap. Hasil penelitian menunjukkan estimasi efisiensi menggunakan DEA BCC overestimate. Kedekatan antara sumber listrik dan pelanggan menjadi salah satu kemudahan proses distribusi listrik dan mengurangi kemungkinan losses. Input tenaga kerja, kapasitas terpasang, dan panjang jaringan akan menyesuaikan kebutuhan permintaan listrik pelanggan sebagai komponen proses menyalurkan distribusi listrik dari pembangkit sampai ke konsumen. Terjadi kelebihan tenaga kerja dan kapasitas terpasang dalam efisiensi distribusi listrik. Kelebihan tenaga kerja dapat diatasi dengan reorientasi perusahaan, sedangkan kapasitas terpasang dengan mendorong permintaan listrik serta mengeskpor listrik ke negara ASEAN melalui program ASEAN Power Grid.

English Abstract

The fulfilment of the need for electricity has been hampered by inefficiency, which also causes losses. The goals of this research are to measure the efficiency of electricity distribution in 33 Indonesian provinces during the period of 2010-2019. The efficiency was measured using a two-step bootstrap analysis, i.e. DEA BCC and DEA Bootstrap. This study finds that the efficiency estimation uses DEA BCC overestimate and that the proximity between electrical sources and customers becomes one of the supporting factors for the electricity distribution process and reduces losses. Furthermore, workforce input, nameplate capacity, and network length will be adjusted to customer’s electricity demand needs as a component of the electricity distribution process from plants to consumers. In addition, the analysis result also indicates excess of workforce and nameplate capacity in the electricity distribution efficiency. The problem of workforce excess can be solved through company reorientation, while issues of nameplate capacity can be addressed by boosting electricity demand and exporting the power to ASEAN countries through ASEAN Power Grid program
